Jan.10,1874, and passed away at his home in Garrard County on Jan.20,1953. He moved to Garrard Co. in 1904,and was the son of Rev. P.E.Foley and Mary Ann Phipps Foley, and named for his maternal grandfather, Jacob Phipps. Jacob Foley received enough education at the time to earn a teacher's certificate, but did not pursue that vocation. He was a farmer, his farm being off Hwy. 1295 in Garrard Co. He was a member of the Freedom Baptist Church, member of the I.O.O.F.Lodge in Lancaster, a licensed photographer in Garrard County from 1915--1925, a representative for the Indiana Herb Co.,he played the Irish ballads on the violin, with his daughter Elizabeth at the organ. He had one of the first home delco lighting systems in Garrard Co.,and was know for his beekeeping, always having honey on had for friends and family. He was married to Alice Turner of Knox County. They had one daughter Elizabeth Foley who married Charles Tuttle, and one grandaughter, Effie J. Tuttle who married J.C.Snyder of Garrard County. They are all buried on the Foley lot in the Lancaster Cemetery. Additional Comments: J.P.Foley's camera and photo equiptment, plus a collection of his photographs have been on loan at the Garrard Co. Historical Jail Museum, for several years, loaned by great-great grandson Rick Sparks.
