He was the son of Rev. Phillip E.Foley and Mary Ann Phipps Foley. Jacob Foley married Alice Turner of Knox County. Jacob and Alice Foley had one daughter, Elizabeth Foley born Oct.7,1893 in Knox County. Jacob Foley and family moved to Garrard County in 1905. He purchased a farm on what is now Perry Rogers Road. The farm remained in the Foley Family until 1986. Jacob Foley was a farmer, and a licensed photographer in Garrard County in the early 1900's. He was a member of the Freedom Baptist Church, and Lancaster I.O.O.F. Lodge #7. He played the violin, sang the old Irish songs, and sold herbs for the Indiana Herb Company. Jacob Foley had one of the first home Delco lighting systems in the area. He kept bees at all times for honey, and had an extensive fruit orchard on his farm. His wife, Alice passed away on Jan.12,1944, and is buried in Lancaster Cemetery. His daughter Elizabeth married Charles Tuttle of Knox County. They had one daughter, Effie J. Tuttle. Effie J.Tuttle married J.C. Snyder of Garrard County. Jacob Foley passed away Jan.20,1953 and is buried in the Lancaster Cemetery. His daughter Elizabeth "Lizzie" Tuttle died July 12,1976, and grandaughter, Effie J. Snyder passed away March 3,2003. Both are buried in Lancaster Cemetery.
