Article-1901 The following is taken from an article first published in THE GATEWAY SENTINEL, August 7, 1901. It was found in the Clark County Public Library Archives and contains many surname references which may prove useful to researchers, besides being interesting and historical. "A Valuable Contribution from Judge James Flanagan" "This town [Winchester] was organized in the year 1798 by an act of the Kentucky legislature. The first meeting of the board of trustees was held at the house of JOHN BAKER, who was the original owner of the land upon which the town of Winchester is located. It was on the 6th day of February, 1794. The trustees who were present were RICHARD HICKMAN, DAVID BULLOCK, JOSIAH HART, JOSIAH BULLOCK, JOHN ELLIOTT, BENJAMIN COMBS and HUBBARD TAYLOR. ... "In this year RICHARD HICKMAN was the chairman of the board of trustees. He was succeeded by ROBERT McKINNEY on the 6th day of August, 1796. DAVID BULLOCK was clerk. He having resigned, RICHARD JONES took his place. "JAMES SPILLMAN, JAMES SYMPSON, JOHN HOOD, PETER FLANAGAN, JOHN BRUNER and GEORGE WEBB. The most important feature of this meeting was the appointment of a committee for the purpose of repairing the public spring. "Meetings of the board of trustees were held each succeeding year, as follows: In 1802, on the 4th of February, those present were JOHN WARD, JOHN BRUNER, PETER FLANAGAN, GEORGE WEBB and JOHN BAKER. On the 2nd day of December, 1803, those present were ROBERT CLARK, JOHN LANDON, THOMAS SCOTT, PETER FLANAGAN, JAMES SPILLMAN, JOHN HOOD, JONATHAN BAKER and GEORGE WEBB. JOHN LANDON being chairman, and at this meeting SAMUEL M. TAYLOR was appointed clerk. "At a meeting on the 23d day of March, 1804, those present were ROBERT CLARK, JOHN LANDON, JAMES SYMPSON, JOHN WARD, JOHN MARTIN, PETER FLANAGAN, JAMES CLARK, JAMES SPILLMAN, THOMAS SCOTT, JOSIAH HARTand ANTHONY POOL. ... "The board of trustees met again in the year 1805 on the 26th day of March. At this meeting were JOSIAH HART, JOHN BRUNER, JAMES SPILLMAN, JAMES SYMPSON, PETER FLANAGAN, JOHN MARTIN and ANTHONY POOL, at which meeting an order was made to convey by deed all lots heretofore sold. "At a meeting held in 1806, on April 17th, deed was ordered to be made to JOHN FLANAGAN for a lot he had purchased, and at the same meeting an order was passed conveying to JOHN BEAN lot No. 41, the equitable title of said lot being in GEORGE WEBB. "Among the first who were members of the bar of the city of Winchester were JAMES CLARK, GEORGE WEBB, CHILTON ALLEN, MICHA TAUL, SAMUEL HANSON, JAMES SYMPSON, RICHARD FRENCH, RYLAND T. Biographical sketch copied from the History of Union County Ky 1886 Dr. R L Hardwick Robert Lee Hardwick, a practicing physician, is the son of Col. C C Hardwick and Addie M (Henson) Hardwick. His father whose military title was secured in the Militia Services, is a dry goods merchant in Dixon, Webster County, Kentucky. His mother was born in Crittenden County. His paternal grandfather, Col. John D Hardwick entered the War of 1812 at the age of twelve years. He served as a drummer boy. His maternal grandmother was Catherine E Henson. Dr Hardwick was born in Hopkins County on February 16, 1863. His father moved to Dixon, Webster County in 1865 and he attended the Dixon School for twelve years. He was salesman for the firm of Hardwick and Brooks and also taught in the Webster County School until 1883, when he attended a course of lectures in Missouri Medical College, St Louis, Missouri. He has not yet received his diploma but will attend the second course of lectures in 1885 and 1886. He removed to Bordley in 1884 and commenced the practive of his profession when only twenty-one years old. He has suceeded in building up a reputation for success in all he has undertaken. He seems well suited to it. He has traveled in several of the note- worthy cities. In politics he is a Democrat. He is a member of the I.G.T. and holds the office of Chaplin in that order.
