LILBURN PHELPS LILBURN PHELPS, Russell County"s candidate for Circuit Court Judge, was born and reared on a farm in this county. He taught school , graduated from the Law Department of University of Louisville and took post Graduate course at the University of Indiana, at Bloomington. Mr. PHELPS served two terms as County Attorney of Russell County and represented Casey and Russell in the legislature two terms. During the first term, he was made floor leader of the Republicans in the absence of the regular leader, who was ill of smallpox. As leader Mr. PHELPS called a caucus and secured the pledge of every Republican member to vote for the bill providing state aid for county roads. The bill passed and this was the beginning of the present system of road building in Kentucky. Mr. PHELPS had no difficulty in being elected a second time . During his second term in the legislature, Mr. PHELPS spent much time working for better salaries for public school teachers and introduced and secured the passage of the bill providing for the teaching of elementary agriculture in the common schools. Later Mr. PHELP"S record as Assistant Attorney General of Kentucky led to his appointment as Assistant U.S. Attorney. In this office he vigorously prosecuted violations of the National Prohibition Act and filed and sucessfully prosecuted many suits to padlock places where liquor was sold in Louisville. After this work was accomplished , Mr. PHELPS resigned as Assistant U.S. Attorney and became clerk of the federal court for the Western District of Kentucky, with headquarters at Louisville. He held this office exactly ten years and resigned to the practice of law. Mr. PHELP"S friends claim that he will get an immense majority in Russell County and that he will make a vigorous campaign in all counties of the district.
