ROWLAND Metallurgist James A. Rowland, 85, a metallurgist who retired in 1971 as chief of the division of ferrous minerals at the Interior Department's Bureau of Mines, died Jan. 5 at the Hospice of Northern Virginia. He had emphysema. Mr. Rowland, who lived in Arlington, was born in Farmers, Ky. He graduated from the University of Kentucky.
