Carter the citizens of Benton have sustained a distinct loss. He had served them faithfully and splendidly as a public offician for many years, and from a civic standpoint, was one of the most active and useful men in the town, which is the parish seat of Bossier Parish. For half a century Mr. Carter, who until retirement from active business as a planter, had resided in Benton. In 1928 he was elected a member of the town council. He served in that capacity until commissioned mayor a number of years ago. Under his leadership the Benton public received important community improvements, contributing to its reputation as one of the cleanest and most law-abiding communities in the state. Every movement for the public good had Mayor Carter's earnest attention. In addition to seeking improved conditions and welfare in his hometown, he gave helpful advice and cooperation in parish-wide activities. --
