JETER was born in Vicksburg, Mississippi, but came to Louisiana shortly after his birth, having resided in Shreveport since his seventh birthday. He was educated in the Public Schools of Louisiana and also received the benefit of private instruction as was a thorough business education. His early experience brought him into contact with Accounting and Administrative routine and he made a distinct success in that line. He holds a Certified Public Accountant's Certificate from the State of Louisiana. Mr. Jeter was first elected Tax Assessor of Caddo Parish in the year 1916 and at that time was the youngest Assessor who had ever served Caddo Parish in that office. He has been re elected every four years since by flattering majorities. Mr. Jeter has given a large amount of thought and study to every important question of Assessments and Taxes and has issued a number of pamphlets and booklets on different phases of the subject, also contributing articles to the press and being called upon to deliver addresses not alone in Shreveport and other sections of Louisiana, but in other states as well. He is a recognized and nationally known tax official, being a member of the National Tax Association, having read papers at the annual conferences of this association. He was for two terms president cf the Louisiana Assessors Association and in 1921 was appointed by the Governor as a member of the special Assessment Commission of the State of Louisiana created for the purpose of advising the Constitutional Convention which met that year. He was made Secretary of the Commission and with several other members of the Commission visited a number of other states in order to study the assessment and taxation Jaws of these states. Mr. Jeter has been a life-long Democrat. He is at present Secretary of the Young Men's Christian Association and a member of the Board of Directors. He was at one time president of the local Association. He is a member of the Board of Deacons of the First Presbyterian Church and for three terms was Chairman of the Board. During the World War he was active in all the campaigns and drives in Caddo Parish, having been Vice Chairman of the War Savings Stamp Committee. District Director of the United War Work Campaign and a member of the war work personnel committee of the Y. M. C. A. In Masonic circles he has he'd many important offices, having been Master of Caddo Lodge, High Priest of the Royal Arch Chapter, Thrice Illustrious Master of the Council, Patron of Magnolia Chapter of the Eastern Star rod has held other chairs in both the York and Scottish Rite bodies as well as the Mystic Shrine. He is also a member of the Benevolent and Protective Order of Elks, Mystic Order of Veiled Prophets and the Woodmen of the World and has been largely interested in the Boy Scout movement being a member of the local Executive Committee. His motto is, "Let Me Serve You," and friends say that the "A" in his name stands for "Assessor." Suffice it to say that the assessors office of Caddo parish under the direction of Mr. Jeter has attained a state-wide reputation as a model and the service rendered has been of much benefit to the people of Caddo parish.
