August, 60, will be announced by Combre Funeral Home. He died Thursday in a local hospital. PAGE ONE STORY ON ALLEN AUGUST - Police Jury's Allen August, a political pioneer, dead at 60 BY SUNNY BROWN STAFF WRITER Allen August, a long-time Calcasieu Parish police juror and the state Police Jury Association's first black president, died Thursday of an apparent heart attack. He was 60. Funeral arrangements will be announced by Combre Funeral Home. August, who was in his fifth term on the Police Jury, was considered by colleagues as a pioneer for black police jurors in Louisiana. He founded the Police Jury Association's black caucus in 1977 and served as the Association's first black president in 1992. Fellow police jurors and association officials expressed their sorrow at August's death Thursday. "We are deeply saddened to learn of the death of Allen August," said Association Secretary James Hayes. "He was a respected leader of the Police Jury Association and his counsel and his input will be deeply missed. More than that, he was a close friend to all of the leaders of this organization." Calcasieu Parish Police Jury President Frances Andrepont said August "was well-respected, and he always thought of what's best for the parish as a whole in the decisions he made." "He will be sorely missed," Andrepont said. Fellow police juror and close friend Algie Breaux said August "was a man who duly loved the public he served, which included everyone from infants to seniors." Breaux also spoke of August's commitment to bettering this parish. He traveled extensively to procure programs that would enhance and enrich the quality of life for all the citizens of Calcasieu Parish," he said. "I will greatly miss his friendship and leadership." August's death was also mourned by officials at the office of the parish Headstart program, which August chaired. "It's a very sad day for us. We've lost a member of our Headstart family," said program Executive Director Brenda Hunter. "He was an outstanding advocate for children and families throughout this community and the state of Louisiana." When August was sworn in as president of the Police Jury Association of Louisiana, he said he was humbled by the challenge of the leadership role. "If we work together, we can make a better Louisiana," he told the more than 600 PJAL members. He also said he hoped he would not be the last black president of the organization &emdash; and he wasn't. Donald Aytch of Caddo Parish, current PJAL president, also is black. The caucus named a scholarship in August's honor two years ago. "We consider him a pioneer, so we thought it would be fitting to name a scholarship after him," said then-president of the caucus Ken Epperson at the 1995 Police Jury Association convention in Lafayette. Born in Ville Platte, August lived most of his life in Lake Charles. He attended McNeese State University and Sowela Technical Institute. He was first elected to the Police Jury in 1975 and served from 1976-1984 and from 1988-present. He was Police Jury president in 1979 and in 1996. He was also past president of the Police Jury Association's Executive Board and was retired from Vista Chemical Co. He was a member of Sacred Heart Catholic Church, where he served as past president of the church council, a lector, an usher and an altar server. He was a member of the finance committee for the Diocese of Lake Charles, Knights of Peter Claver Council 31, the Lake Charles Serra Club, the board of the Foreman Reynaud YMCA and the board of the Literacy Council.
