A native of Albert City, Iowa, and a resident of DeRidder since 1961, he was a truck driver with O'Neals Feeder and Supply. Burial will be in Graceland Cemetery under direction of Hixson Funeral Home. Visitation is from 2-4 p.m. and 6-8 p.m. today in the funeral home. Mr. Black died Tuesday, Nov. 18, 1997, in a local hospital. A native of Polk County, Texas, he graduated from Oakdale High School in 1937. He served in the Navy in World War II, mainly on the U.S.S. Oak Hill in the Pacific Ocean. In the retail business for 41 years, he retired from Sears in 1977. After retiring, he attended McNeese State University, graduating with a degree in horticulture in 1983. An active member of First United Methodist Church, he ushered at the early morning service for many years and was a longtime member of the Colonel Ware Sunday School Class. A former member of the Lions Club, during his retirement he was a volunteer at Lake Charles City Hall. He was a Mason and a member of John C. Ayers Masonic Lodge. Survivors include his wife, Mable Ragan Black; one son, Joseph Thomas "Buck" Black Jr. of Phoenix, Ariz.; and one sister, Louise Grimes of Longview, Texas. Memorials may be made to First United Methodist Church's Debt Retirement Fund and to McNeese State University, the family said. Mr. Blake died Monday, June 30,1997, in Sulphur. A native of Nashville, Tenn., he had lived in Sulphur for 46 years. He graduated from LSU, where he was a flight instructor. He was a a Navy pilot in World War II and retired from the Navy. He also retired from Ctigo as an engineer. Survivors are one son, Frank J. He was a charter member and past president of the Lions Club, helped organize the little boys baseball and Little League baseball and was active in the Oakdale High School Booster Club and band. He helped organize the first Oakdale library and was a member of the City Council. He was deacon emeritus of First Baptist Church in Oakdale, and was a deacon of Sale Street Baptist Church in Lake Charles. He died Saturday, June 14, 1997, in Nigeria. He was a former teacher at Landry Memorial High School and had served in schools in Lafayette, New Iberia, New Orleans and Santa Fe, N.M *' and as Provincial of the Order for the Province that includes Louisiana, Texas, New Mexico and Colorado. He was teaching potential members of the Order in Nigeria. Honorably discharged as a Captain, he was awarded the Bronze Star, Philippine Ribbon, and AsiaticPacific Campaign Medal with three Battle Stars. A member and former commander of the Acadia,Post 15 of the American Legion in Crowley, he was State Commander of the Louisiana Department of the American Legion. National Executive committeeman of the National American Legion, and was Chairman of the National Security Council of the American Legion at the time of his death. He was a member of the 40 and 8, Voiture 1558, VFW Harold Bossley Post 6720, and ANAFVICUS (veterans from Canada and the United States). In St. Margaret Catholic Church, he was a lector, usher,and chairman of many fund-raisers. Active in both the 3rd and 4th degrees of the Knights of Columbus, he served as Grand Knight of the Father Fontaine Council 4791. He owned Broussard Rice Mill in Mermentau and was board member and president of the National Rice Millers' Association and president of the international Rice Festival, being its honoree in 1981. From 1968-1972 he was state representative for Acadia and Vermilion parishes and was presently chairman of the Louisiana State Warehouse Commission. In 1997, he retired from the State Youth Convention. He was also a member of the Evangelical Board of the Louisiana Home and Foreign Baptist State Convention, where he served as chairman. He served as pastor of True Light Baptist Church from 1967-1970, Good Hope Baptist Church from 1970-1983, and Sweet Home Baptist Church in DeRidder. A native of Lake Arthur, he received a B.A. degree from McNeese State University, and a master's degree in business administration with a hospital administration specielty from the University of Chicago. He was the inaugural director of Lake Charles Charity Hospital, serving there for seven years. He was vice president and administrator of the University Hospital of New York University Medical Center and then moved to New Orleans to become executive director of Touro Infirmary. In 1986 he was appointed executive director of the Los Angeles CountyUniversity of Southern California Medical Center, the largest hospital in the United States. Under his leadership, the hospital established the country's largest HlV/AIDS outpatient clinic and opened a new HIV/AlDS ward. He was also instrumental in establishing a new clinical research center. He was a clinical assistant professor in the School of Public Administration at the University of South California. In 1991, he became the hospital administrator for the Capital Projects program for the Los Angeles County Department of Health Services, guiding the design and construction of new hospitals and other health care facilities for department. He was a member and active participant in a variety of health and hospital organizations, cluding the NAPH, AHA, ACHCE the HCSC.
