His tours included the 157th Infantry Regiment, 45th Infantry Division, later resulting in his participation in the Battle of the Bulge, for which he received the Bronze Star and the Purple Heart. During the Vietnam War, in which he received the Bronze Star, he was with Reconnaissance and the Compass Sight project in Saigon from 1969-1970. From 1972-1975 he was attached to the 12th Air Force, I.G. Command at Bergstrom Air Force Base, and retired in 1975. A minister for 72 years, he founded churches in the state of Iowa in the 1930s before becoming an evangelist. In 1951 he moved to Lake Charles to be pastor of Calcasieu Tabernacle. In 1955 he became a missionary/ evangelist and built 38 churches in Iran, British Guyana, Tehran and Georgetown. He also built churches, training centers, Bible schools, and mission homes in Tanzania and Kenya, East Africa. Ministering in 25 foreign countries for 34 years, he traveled 2,684,000 miles during his entire ministry. Having also been a pastor of the Lake Charles Revival Center, the Rev. Plotts was a member of Glad Tidings Assembly of God Church. She was a career federal civil service employee for 30 years stationed in Washington, D . C.: with the U.S. Navy and in Lake Charles at Chermault Air Force Base and at the Port of Lake Charles with the U.S. Customs Service. A graduate of Sacred Heart High School, she attended the University of Detroit before entering federal service. After retiring in 1976, she enrolled at McNeese State University and earned a bachelor degree of art cum laude. A talented artist, she was the author of "Black Art in Louisiana," a survey of AfricanAmerican artists in the state. A lifelong member of Sacred Heart Parish, Proctor served on the parish's Pastoral Council and was the church organist from 1951 until her retirement in 1990. She was the recipient of the St. Cecilia Music Award and a member and secretary of the Advisory Board for Black Catholics for the Diocese of Lake Charles. She was a member and served as secretary of the Companions of Honor of the diocese and was a diocesan delegate to the Louisiana Interchurch Conference. She served four terms as president of the Lake Charles Human Relations Council and of the Lake Charles Deanery Human Relations Committee. A 30-year member of the League of Women Voters, Proctor was a member of the local board of directors of that organization, as well as the local board of directors of the Girl Scouts and the Salvation Army. She was a vice president of the United Way and served three terms as Catholic co-chairman of the Lake Charles chapter of the National Conference of Christians and.Jews and two terms as secretary of that organization. She was a meniber of the board of directors of the local camp Fire Council and of the Lake Charles and Calcasieu Parish Bicentennial commissions. She was a life member or the National Association for the Advancement of Colored People and of the board of directors of the local CETA program. . In 1981 she was decorated by Pope John Paul Il with the Papal Medal Benemerenti (well-married) for her I services to the Catholic Church. In 1983 Mrs. Proctor became the first African-American woman in Louisiana to be invested as a Lady of the Equestria Order of the Holy Sepulchre of Jerusalem, the oldest Order ( Chivalry in the Catholic Churcl The investiture took place i Tulsa, Okla., with Cardinal Job Carberry presiding. In 1985 during a pilgrimaE to the Holy Land, she was de orated with the Pilgrim's ShE by the Latin Patriarch i Jerusalem.
