Mr. Perkins died at 11:05 p.m. Tuesday, Dec. 8, 1998, in the DeQuincy hospital. A native of DeQuincy, he was a 1940 graduate of DeQuincy hospital. He attended McNeese Junior College 1941-1942, Southwest Louisiana Institute 1946-1948, and graduated from Louisiana State University Law School in 1951. An Army veteran of World War II, he served in the European Theater from 1944-1946. He was awarded the Combat Infantryman's Badge, the American Service Medal, the Good Conduct Medal, the World War II Victory Medal and the European Theater Service Medal. He had been a self-employed attorney in DeQuincy since 1951. He was a member of the Southwest Louisiana, Louisiana State and American Bar Associations, a member of the Louisiana State Bar House of Delegates and a member of the Phi Delta Phi legal fraternity since 1949. He was a member of the DeQuincy Rotary Club since 1951, serving as club president from 1953-1954. He was a Paul Harris Fellow in 1984 and a Paul Harris Fellow with one blue stone in 1997. He had 47 years of perfect attendance with the club. He was also a member of the DeQuincy Chamber of Commerce since 1951 and was president in 1954 and 1955. He won the DeQuincy Civic Service Award in 1971. He was the DeQuincy city attorney from 1967-1971 and in Calcasieu Parish was a member of Gravity Drainage District 6 of Ward 6 from 1958-1983; and was president of Gravity Drainage District 6 of Wards 5 and 6 from 1983-1988. He was a lifelong member of Our Lady of LaSalette Parish, where he was a trustee since 1973; parish council chairman from 1969-1984; chairman of the Administration Commission of Council; CCD teacher from 1951-1979; lector from 1970-1979; usher from 1951-1983; chairman of the Finance and Building Committee; appointed official administrator from 1975-1976; and legal adviser from 1955-1998. He was a member of West DeQuincy Pastoral Council from 1981-1985, and he was secretary-treasurer of the Lake Charles chapter of KSG. He was awarded the Pro Ecclesia et Pontiface Medal by the Diocese of Lafayette in 1970; the Bishop's Medal by the Diocese of Lake Charles in 1980, and he was honored as a Knight of St. Gregory the Great in 1982 and a Knight Commander from 1996-1998. He was named the Diocese of Lake Charles Public Official of the Year in 1987 and was recognized as Pro Deo Et Pontiface in 1998 by the Knights of St. Gregory. An Eagle Scout with three palms, he was involved in scouting for 45 years. He was 1985-1986 president of the Calcasieu Area Council and was vice president from 1972-1984. He was vice president of administration from 1981-1984 and was a council executive board member from 1955-1998. He was a member of the Catholic Committee on Scouting. On the district level, he served as district chairman, advancement chairman, finance chairman, and organization and extension chairman. He was awarded the Silver Beaver Award in 1960, the St. George Emblem in 1968, the South Central Region Scroll of Honor in 1985, the Bronze Pelican Award in 1986, and the Distinguished Eagle Award in 1987. He was a member of Veterans of Foreign Wars Post 3231, and was a quartermaster 1978-1998. He was a member of American Legion Post 183, and was commander in 1955. She was a member of Wetumpka Church of Christ and a former member of the DeRidder Church of Christ. She was a charter member of the Beauregard CowBelles in 1970 and served as president in 1972, 1990, 1991 and 1992, vice-president in 1971 and 1979 and secretary-treasurer in 1983, and was chairperson of numerous committees. In 1989, the Louisiana CowBelles recognized her as CowBelle of the Year. In 1993, the Beauregard CowBelles sponsored her to be honored as Life Member of Louisiana Cattle Women, which is the highest honor bestowed on a member. She was a member of American National CowBelles/Cattle Women 1970-1993, and served as chairperson and on numerous committees. She was active in and secretary of the American Red Brangus Association. She was a member of the DeRidder Gardenettes for about 20 years, and served as treasurer and a flower show judge. Survivors include her husband, Harold H.
