Mr. Allen died Monday, May 11, 1998, in his home in Spring, Texas. A native of Hall Summit and a graduate of Menard High School, he served in the U.S. Navy during the Korean War and was employed by Wilson Supply Company for 41 years. Survivors include his wife, Veda Faye Alexander Allen; two sons, James M. Grant of Ft. Worth, Texas, and Geoff Allen of Spring; three daughters, Jaimie Allen, Catherine Camp and Elizabeth Harper, all of Spring; one brother, Terry Tanner of Alexandria; one sister, Martha Palmer of Natchitoches; six grandchildren; and one great-grandchild. Visitation is from 6-8 p.m. today in the funeral home, and from 9 a.m. Wednesday in the church. Mr. Barber died Monday, May 18, 1998, in an Alexandria hospital. A lifelong resident of Alexandria, he joined the Rapides Bank and Trust in 1958 and held numerous positions including chief auditor, personnel director, chief investment officer and president. In 1988, he was named chief cxecutive officer and in 1990, chairman. He served as an elder at Grace Church and as a deacon and elder at First Presbyterian Church. In recent years he devoted considerable effort to promoting Campus Crusade for Christ's Jesus Video and Celebration of life, an Interdenominational ministry for youth. He was president of the Chamber of Commerce, United Way of Central Louisiana, Rapides Parish Library Board and Alexandria Lions Club. He was honorary member of the State Library Board and served on the board of the Alexandria Museum. In 1970 he was named the Outstanding Young Man in Alexandria and one of the Outstanding Young Men in Louisiana. He was elected President of the Louisiana Bankers Association in 1991. Survivors include his wife, Charlotte Browning Barber; three sons, Charles W. Barber Jr. of Baton Rouge, Thomas H. Barber of Spartenburg, S.C. and Jason D. Barber of Alexandria; one daughter, Jessica D. Barber of Alexandria; one brother, Rupert T. Barber Jr. of Davidson, N.C.; and three grandchildren. She lived in Houston for more than 40 years, where she retired from Southern Engine and Pump Co. as an executive secretary. She was a volunteer at Kelsey-Seybold Hospital in Houston, for which she received a certificate of recognition. She was a member of the Catholic faith. Survivors include one brother, Joseph A. Bertrand; one sister, Mrs. Claude "Marjorie" Conner, both of Lake Charles; and numerous nieces and nephews. She was owner of Reine's Shop, a gift shop in DeRidder, and worked with the First United Methodist Women's Bazaar in DeRidder. In 1995 she moved to Austin where she was active in the Lake Travis United Methodist and the Faith United Methodist churches. Survivors include one brother, G.K. During World War II, he served as flight chief, supervising the work of eight aircraft armorers in the Asiatic Pacific Theater. He was decorated with the American Theater Campaign Ribbon, Victory Ribbon, two Overseas Service Bars, a Good Conduct Medal and Asiatic Pacific Campaign Ribbon. He was a member of the Veterans of Foreign Wars. He was manager of several area stores for Barney Gunn in 1947, and in 1951, he chose to own and operate the store in Vinton. He was president and owner of Vinton Food Center. He was a member of the Welsh Memorial United Methodist Church where he was on the finance board. He was a charter member of the Vinton Harbor and Terminal Board since 1956 when it was founded. He was a member of the Masonic Lodge where he was a past master, and a member of the Scottish Rites, a 32nd Degree Mason. He was on the board of directors of the American Red Cross, the American Legion and received a lifetime membership award after serving four years in the Army Air Corps. He was a charter member of the Vinton Lions Club. He served as president and held other offices, chaired many committees and was named Lion of the Year in 1957 and 1969. He was made a lifetime member of the Crippled Childrens Foundation. He sponsored recreational activities, Boy Scouts, Girl Scouts, 4-H Clubs, Athletic Boosters, Band Boosters and was named Citizen of the Year by the Knights of Columbus in 1978 because of his involvement in the community of Vinton. He was active in the West Calcasieu Association of Commerce since 1963. He served as president in 1981 and held many other offices. He was on the Board of Directors and was named Citizen of the Year in 1988. He was on the Solid Waste Board, worked closely with the Highways and Transportation boards, the Southwest Power and Sam Rayburn Power Authority and Gulf States where he was an alternate board member. In 1989 he was elected mayor of Vinton and served two terms. Survivors include his wife, Mrs. Yvonne Coppels; two sons, Ronald Charles Coppels of Vinton and Gary Wayne Coppels of Sulphur; two daughters, Charlene C. He was considered an expert in solving bank robbery cases. After retiring from the FBI, he became Transportation Manager of Mid-American Cars, Inc. He took over a small automobile import operation at the Port of Lake Charles and built it into a major port facility serving a five-state region. When he retired, he devoted his time and resources to community services including the American Red Cross, the American Cancer Society, Crime Stoppers, the Lake Charles Symphony and the Lake Charles Helpline. He was a volunteer with Lake Charles Hospice and served on the Board of Directors of Hospice. He was a guest lecturer in the Criminal Justice Program at McNeese State University. He received his B.S. degree in science and H&PE from McNeese State University, his M.Ed. degree in Administration and Supervision from LSU and was an Education Specialist in Administration and Supervision from McNeese State University. He taught and coached at Hamilton and Fourth Ward schools and was principal at Fourth Ward, Central, Hamilton, Oak Park and Gillis elementary schools. He was also supervisor of Child Welfare and Attendance for the Calcasieu Parish School System. He retired from the Calcasieu Parish School Board after serving 36 years. He held membership and leadership positions in the following organizations: Calcasieu Association of Elementary Principals, president; Calcasieu Association of Principals, president; Louisiana Association of Principals, president; South Central Association of Elementary School Principals, SCA Representative, and president; National Association of Elementary School Principals, delegate and presenter, federal relations representative and delegate. He was a Korean and Vietnam veteran, and served and retired from the National Guard as a major. In the National Guard he served as company commander of the local unit, and as S-1, Administration and S-4, Supplies and Logistics officer on the brigade staff of the 156th Infantry. He also served as training officer of the State Officers Candidate School. He served in scouting for 40 years, 25 as a scout master, and many years on the Executive Board of Boy Scouts of America. He was a two-time president of the Lake Charles Kiwanis Club and was the Lt. Governor of Kiwanis International. He was an active member of the First United Methodist Church where he served on the administrative board and chairman of several board committees, including the finance committee. He helped organize the Calcasieu-Cameron Association of Crippled Children and Adults, serving as its first president, and was a member of the board up to the present. He was a former drive chairman for the Calcasieu-Cameron Association for Persons With Orthopedic Disabilities. Honors he received included outstanding future teacher while at McNeese; outstanding elementary school principal by the South Central Association of Elementary School Principals; Silver Beaver Award for outstanding service to the youth of this area; Lifetime PTA Award; and Distinguished Lt.
