White and Willie Frances Scoggins White on February 18, 1918 and died on February 3, 2000, at North Monroe Hospital. Mrs. Payne was a retired school employee from the Franklin Parish School System. After retirement, she moved to Monroe where she was an active volunteer for her community. She was a member of North Monroe Baptist Church and the JOY Sunday School Class where she enjoyed the activites and friendships of the other members. Mrs. Payne's husband, Talmadge Morris Payne, and her sons-in-law, Bill Causey and Mark R. Little, preceded her in death. Survivors include her son, Donald R. Payne and daughter-in-law, Marcia Payne, Crowville; four daughters, Sue Ann Payne and Linda Payne Causey, Monroe, Nancy Payne Little, West Monroe; Hazel Dean Payne Starkey and son-in-law Lynn E.
