PLANNING PANEL Theodore Joseph "Teddy" "T.J." Gabb Jr., a retired businessman and former chairman of the New Orleans City Planning Commission, died Saturday of heart failure at Kenner Regional Medical Center. He was 62. Mr. Gabb was born in New Orleans and lived in Kenner. He graduated from St. Stanislaus High School in Bay St. Louis, Miss., attended Virginia Military Institute and received a degree in economics from Tulane University. He was an Army veteran. He was the founder of Teddy's Grill. He also was active in investments, construction and real estate development. Mr. Gabb was named to the City Planning Commission in 1966 and remained on the panel for several years, including an unprecedented three years as chairman in the early 1970s. While on the commission, Mr. Gabb made headlines in 1969 when he urged the city to buy and operate New Orleans Public Service Inc. as a solution to the city's financial problems and a way to head off a five-cent increase in transit fares. In 1971, he opposed the lifting of a moratorium on scattered-site public housing, saying the program had not achieved either integration of neighborhoods or improved living conditions for the residents. He was a past chairman of the hospitality department of Phillips Junior College. He retired in 1989. Survivors include his wife, Fay Tapie Good Gabb; a son, Craig Thomas Gabb; a daughter, Ronda Mary Gabb; a sister, Linda M. Gabb; and two grandchildren. Services were private.
