A native of Jennings, he was a former resident of Lafayette. He graduated from Jennings High School in 1970, and was a graduate of the University of Southwestern Louisiana. He was chief financial officer for The Bank-Jennings. He was a member of the Jennings United Methodist Church. He was a member of the Lions Club and the Jennings Golf and Country Club. Long appointed her to serve his unexpired term. She served as a member of the U.S. Army Nurses Corps, attaining the rank of second lieutenant during World War II, and also served as commander in chief of her Legion Post 318. Mr. Millican died at 4:54 p.m. Thursday, Jan. 22, 1998, in the Jennings hospital. A native of Baton Rouge, he had lived in Jennings for 28 years. He was admitted to the Louisiana Bar Association in 1969 and admitted to practice before the U.S. Court of Appeals, Fifth Circuit, the U.S. District Court, Eastern and Western Districts of Louisiana. He received his legal education at Louisiana State University. He was a member of the Phi Alpha Delta fraternity and the Jefferson Davis Parish, Louisiana State and American Bar Associations. He practiced law in Jennings since 1970. He was City Attorney and Prosecutor for the City of Jennings from 1971-1984 and City Attorney for Lake Arthur from 1976-1981. He was a member of the board of directors for Jeff Davis Bank and Trust Company and general counsel for the bank and the Coushatta Tribe of Louisiana. He was the past president of the Jennings Chamber of Commerce, the Jennings Kiwanis Club and Our Lady Help of Christians Catholic School Board. He was a past member of the House of Delegates of the Louisiana Bar Association. Survivors include his wife, Jacquelyn Suarez Millican; two sons, F. Jefferson Millican Jr. of Austin, Texas and Kevin Doyle Millican of Baton Rouge; one daughter, Hannah Lee Millican of Baton Rouge; and one brother, Jack Yoes Millican of Baton Rouge.
