Mr. Garman died at 12:07 a.m. Tuesday, May 18, 1999, in the Jennings hospital. A lifelong resident of Jennings, he was a graduate of Jennings High School. He retired as an engineer from Gulf States Utilities after 40 years of service. He served on the Jefferson Davis Parish Policy Jury from 1972 to 1977. He was mayor of Jennings from 1977 to 1981. He was a purchasing agent for the city of Jennings from 1985 to 1987. He was a former member of the Kiwanis Club and a member of First Baptist Church. Survivors include his wife, Mrs. Bennie Love Allen Garman of Jennings; one daughter, Mrs. Charles R. (Adele) Hartman of Memphis, Tenn.; one son, M.C. Garman Jr. of Fort Worth, Texas; two grandchildren; and one great-grandchild. The Jennings native was a resident of Lake Charles until 1960 and of Baton Rouge from 1960. He served in the U.S. Navy during World War II and was mayor of Lake Charles from 1953-1961, executive director of the Louisiana Municipal Association and executive director of the Capital Region Planning Commission.
