Crow was born on 10 April 1827 in Lafayette, Louisiana, the second child of Basil Catryl and Maximillian (Brashear) Crow. He lived all his life in Lafayette, except for service in the civil war. He was married 13 Dec. 1855 to Clara Lindsey, and had one son by her. He volunteered for the 26th Louisiana infantry, CSA, beginning in 1862, assigned as a captain. he moved up through the ranks with promotions to Major, Lieutenant Colonel, and finally Colonel. He was taken as a prisoner of war after the surrender at Vicksburg from July 1863 until his parole in June 1865. There is a brass plaque at the Vicksburg military park commemorating his brave service to his state. After the was, he was a lawyer by profession, and briefly served Lafayette parish as district attorney. One year after Clara died, William remarried in June 1874 to Mattie Brannin, and had two sons by her. William died in 1879, leaving Mattie a widow, and is buried in the Lafayette Protestant Cemetery.
