Submitted by: Chris Tidwell Charles Naquin, formerpolice juror, dies at 70 Charles O. Naquin, former member of the Lafourche Parish Police Jury, former Thibodaux city clerk and Thibodaux area business leader, died Monday at Oschener Foundation Hospital in New Orleans after a long illness. He was 70. Funeral services are scheduled Wednesday. Naquin was active in public affairs for more than 50 years, retiring from public life in 1980 after choosing not to seek re-election to another term on the Police Jury. He served 36 years on the parish government board, then the second longest term of any police juror in Louisiana. Naquin was also city clerk and accountant for Thibodaux for more than 20 years and served as secretary-treasurer and member of the Thibodaux Fire Board for 30 years. His public service earned him the Durel Citizenship Award in 1977, annually given to a Thibodaux community leader. Born Oct. 11, 1913, Naquin was raised in Thibodaux and graduated with honors from Thibodaux College, a predecessor of E.D. White High School. Naquin was also a leader of the Thibodaux business community. He was a member of the board of directors for Lafourche Sugars Inc. where he served as Office manager and was named vice president last December. He also served as secretary-treasurer and a member of the board of directors of Cane Machinery and Engineering Co., was former office manager and accountant for Bay Drilling Corp., was and was a member of the American Sugar Cane League. Naquin's civic duties began on the city level where he worked 21 years as Thibodaux city clerk and accountant. During his term with the city, he assisted on many improvement projects including the installation of sanitary sewer systems, construction of a natural gas system, construction of the city hall complex, construction of the first paved street in the city's history and building the municipal swimming pool. He also served as chairman of the Board of Adjusters for the city government. Naquin's public service expanded to the parish level in 1944 when he bagan serving the first of nine terms on the police jury including several terms as jury vice president and chairman of the advisory and Finance Committee. His tenure on the police jury saw the parish purchase land for the creation of Nicholls State Junior College, the establishment of hospital service districts, creation of a parish wide library system, recreation commission, public health center and street lighting system. Naquin also served the public on the state level as a president of the State Police Jury Association and Chairman of its Executive Committee, a member of the state's Public Retirement Board, a member of the Governor's Advisory Committee of State and Local G overnment and chairman of the Municipal Finance Officers Association of the United States and Canada. But his public service was not limited to governmental activities. He served more than 38 years with the Thibodaux Volunteer Fire Department including eight years as assistant secretary-treasure, 30 years as secretary-treasurer, 23 years as president of Home Hook and Ladder Fire Company and 30 years as a member of the Fire Board. Other community services included membership in the local executive committee of Boy Scouts of America, vice president and member of board of directors for the former St. Joseph Hospital, member of the board of directors of the Thibodaux Chamber of Commerce, past president and member of the Thibodaux Rotary Club, member of the E.D. White Cardinal Club, member of the Nicholls Colonel Club and Nicholls Century Club, Member of the 3rd and 4th degree Knights of Columbus, member of the St. Joseph Holy Name Society, assistant director Lafourche Parish Civil Defense Agency, organizer and first president of the St. Joseph Church Catholic Youth Organization and the World War II editor of the Town Talk magazine which was mailed to Thibodaux area servicemen around the world.
