"Taddy" Aycock FRANKLIN - Former Louisiana Lt. Gov. C.C. "Taddy" Aycock, one of the more popular men to serve in the No. 2 post this century, died early today at Franklin Foundation hospital after a lengthy illness, his son Larry said. He was 71. Aycock held the then important post for more than a decade, leaving it after an unsuccessful fun for governor in 1971. Prior to his election as lieutenant governor in 1960, Aycock served stints in both the state Senate and the House, and served as House speaker for four years. Aycock had little trouble keeping the No. 2 post in state government and political observers said he could have held onto it if he had not decided to join 16 others trying for governor. He ran sixth in the 1971 race and turned over his office in early 1972 to Jimmy Fitzmorris, another popular lieutenant governor. Aycock and Fitzmorris, aware of their popularity with the voters, found that they couldn't broker their high profiles to get to the No. 1 spot. Fitzmorris tried it in 1979 and ran third. During Aycock's tenure, the lieutenant governor had a stronger role in government because he served as president of the Senate and generally had strong control over the upper chamber. The 1973 constitutional convention changed that, taking the president's job from the post. Aycock retired from public service after the 1971 election and, according to his son, was serving in an advisory capacity with Louisiana Land & Exploration Co. at the time of his death. The fiery Aycock, brought up in the old tradition of stump speeches on courthouse steps, kept up with the times and used a television blitz in the 1971 race. His strategy combined a George Wallace-like diatribe against the federal government with Nixon and Reagan-like praise for the silent majority. The only one in the race to label himself a conservative, Aycock was overcome by the back-to-Earl Long populism that was sweeping the state. That brand of populism, given birth by Huey Long and continued by his brother, had been somewhat smothered in the administrations of Jimmie Davis and John McKeithen. Although a student of the Longs, McKeithen was more of a moderate, according to political observers of time. Edwin Edwards felt the new move and was able to combine black and labor support to win the 1971 race and begin his reign.
