He grew up in Raceland and graduated from Holy Savior High School in 1940. In 1943, he received his bachelor of science degree from Louisiana State University. He joined the U.S. Army in 1944 and served in the Army Specialized Training Program while also attending LSU Medical School. Dr. LeBlanc graduated from LSU Medical School in March 1947. He did his internship at Charity Hospital in New Orleans and his residency in general practice at Charity Hospital in Lafayette, La. On May 28, 1948, he married Norma Ann Guilbeau. He practiced medicine in Raceland from 1949 to 1952. In April 1952, Dr. LeBlanc joined the U.S. Naval Reserves as a lieutenant junior grade. He was called to active duty and served in the Pacific until the end of 1953. After that, he was transferred to Algiers, La. He was discharged from the Navy in April 1954 as a lieutenant senior grade. Dr. LeBlanc practiced medicine in Cut Off from April 1954 until his retirement on December 15, 1994. There he was known as Dr. LeBlanc or simply "Doc." He loved his patients and friends of all ages. Dr. LeBlanc delivered several generations of babies for many families in the area. He watched them grow up and have families of their own. When he first went to Cut Off, many of his older patients spoke only French. He was happy to chat with them in his first language. During the forty years he practiced medicine in Cut Off, he built the Cut Off Clinic and Drugstore. He worked to bring other doctors to the area and with them, built Our Lady of the Sea General Hospital. He was instrumental in organizing the first staff of the hospital and was the hospital's first chief of staff. He later built Tidelands Drugstore in Galliano. During his years in Cut Off, Dr. LeBlanc was active in many organizations, including the American Medical Association, the Louisiana Academy of General Practice, the Third District Medical Society, the Lafourche Parish Medical Society (of which he served as president), the Bayou Country Club and Tideland Country Club, the Veterans of Foreign Wars, the Golden Meadow Power Squadron, the Larose-Cut Off Quarterback Club, and the Committee for Foreign Exchange Students for Larose-Cut Off High School. He was a fourth Degree Knight in the Knights of Columbus, Area Health Deputy Director of Civil Defense, President of Cut Off Drugstore, Inc., and leader of the Regional Planning Commission for the Lower Lafourche Area. He was instrumental in starting an Alcoholics Anonymous group at he Cut Off Clinic 27 years ago. Dr. LeBlanc was in the first class of physicians to be certified in the new specialty of family practice. Dr. LeBlanc was a loving, compassionate husband, father, grandfather, and physician. He will be sadly missed by all who loved him. Dr. LeBlanc wished to continue contributing to the health of others and the progress of medicine even after his death.
