Gaudet South Lafourche Bureau Family and friends Monday said their good-byes to a South Lafourche resident who spent many years as a public servant in Lafourche Parish; Elvin Parra, a native of Cut Off and resident of Galliano died Saturday. But during his 83 years, Parra, who worked for more than 45 years as a tugboat captain on the river, spent a good deal of his time on local boards, trying to help his community as best he could, family and friends say. "He was a great tribute to the community," said longtime friend Vhoras Trosclair Jr., who knew Parra for about 60 years and spent time hunting and fishing with him. "His famous saying was that it costs only 10 percent more to go first class," added Trosclair, noting that the saying extended to all aspects of Parra's life. "He lived life to the fullest, and he did everything right in life." Respectfully known as "Capt Parra," Parra was a spiritual man whose charity extended too many organizations, said his daughter, Patricia "Pat" Courteaux. "He loved people, and he loved to give," said Courteaux, who added that Parra provided his family with stability and comfort. "He was my rock, my advisor, my friend. That's what I'm going to miss." Family and friends said Parra's public service included stays on the Lafourche Parish Council, as well as other local and state boards. A longtime commissioner of the South Lafourche Levee District, Parra understood the necessity of constructing the existing hurricane protection system in South Lafourche, said Windell Curole, general manager of the levee district Curole recalled Parra as a dedicated commissioner who was a strong advocate of the district's efforts to construct the Larose to Golden Meadow hurricane protection system during the project's formative years. "He was a commissioner during the construction years when we were building a lot of levees and doing a lot of hard work," said Curole. "He was always there and always interested, and he did a really good job of staying on top of what was going on." A parishioner of St. Joseph Catholic Church in Galliano, Parra was also a member of the Holy Name Society and was a past grand knight of the Knights of Columbus 3150 in Cut Off. He is survived by his children, Courteaux and Patrick "Pat" Parra, five grandchildren and five great-grandchildren.
