He grew up in New Orleans and Pike County, Miss. In 1940, he enlisted in the U.S. Army and served in the China-Burma-India Theater in World War II. She was the sixth of 10 children and was raised in Dallas County, primarily in the Mesquite area, where she graduated from Mesquite High School in 1937. She graduated from St. Joseph's School of Nursing in Houston in 1940 and was working at St. Joseph's Hospital when she married Charles A. Behrens, M.D. in 1941. They had five children, four of which weren't born until after Charles returned from serving in World War II. They raised their family in Houston. Mildred was a school room mother for all of her children, Cub Scout Den Mother and Girl Scout leader. She loved being included in her children's lives. She was also involved in all sorts of community events. She was engaging - people were drawn to her. She cared about you for whom you were and let you know it. In the 1960's she took a nursing refresher course and soon returned to nursing as the first Employee Health Nurse at St. Joseph's Hospital. She continued working at St. Joseph's until 1974, when Dr. Behrens closed his medical practice in Houston. They moved to College Station, Texas, where he took up duties in the Student Health Center at Texas A&M. In 1979, after Dr. Behrens' retirement, Mildred began working at the Student Health Center as a nurse. After Dr. Behrens' death in 1985, she continued working at the Health Center. She was the nurse for 10 weeks during the summers of 1990, 1991, and 1992, on the Texas Clipper (training excursions for Texas A&M students). In 1993 she began working for Hospice Brazos Valley in College Station. In 1994, she moved to Dallas, where three of her children lived nearby. It was while she was in Dallas that one of her children was able to locate a sweetheart from her past; one she had not seen in 58 years. His name was Ray Rabalais, and he lived in Thibodaux. After a few months of renewed courtship, they married in March of 1998 (their romance was featured in a Steve Blow column in the Dallas Morning News). She and Ray then moved to Thibodaux. But, shortly after Ray's death in August 2005, Mildred moved back to the Dallas area to be near her children. He was dearly loved for his generosity, contagious optimism, wit and wisdom, which formed and shaped his family, friends and everyone who met him. He graduated from Thibodaux High School in 1930. He attended LSU and LSU Law School from 1930-1936. He was proud to be in the LSU Band. He was employed by Amoco Production Company for 40 years before running his own independent oil leasing and abstract company in Lafayette. deGravelles and his wife, Virginia, became two of the first registered Republicans in Lafayette when they moved there in 1941. They believed that Louisiana would never escape corruption without a strong two party system. In the following years, deGravelles played a major role in building the Louisiana Republican party from a small organization that he jokingly said "could meet in a phone booth" to the predominate political party in the state that later elected three Republican governors and many congressmen in his lifetime. deGravelles was a National Republican Committee member as well as State Republican Chairman from 1968-1972. Charles and Virginia were the only married couple to serve on the Republican National Committee at the same time. The deGravelles' worked with many presidents including Presidents Gerald Ford and Ronald Reagan. They were particularly close to President Reagan, a relationship that started when Charlie invited Reagan to Louisiana in 1964 to give his first political speech during Charlton Lyons' candidacy for governor. Lyons' bid fell short, but it served as a strong declaration that the state GOP was on the move. In 1984, Virginia and Charles deGravelles were honored by the Freedom Foundation of Valley Forge to receive jointly the George Washington Medal of Honor. In 2007, the deGravelles' were inducted into the Louisiana Political Hall of Fame. deGravelles will be fondly remembered as a mentor to political aspirants, Young Republicans and many elected officials. He also spent countless hours training young oil and gas lease brokers and abstractors. He taught oil and gas law at USL from 1955-62. He led a major campaign for the first Salvation Army Lodge in Lafayette, making others aware of the needs of the poor and homeless. He was a friend, benefactor and foster parent to many.
