Duggan, retired road superintendent in Lincoln Parish for the Police Jury, died of heart failure this morning after becoming ill at home about 5 a.m. He was 65 and died shortly after being taken to the Lincoln General Hospital. Police Jury Secretary Ragan Sutton said that "Mr. Duggan was a very valuable asset to Lincoln Parish. He began work for the Police Jury on April 8, 1929 and was placed in charge of road and other work done by prisoners. He remained in that capacity although was promoted to road superintendent in 1941. He retired last October 1st, after becoming 65 years old on September 28. He and the late Eddie Evans, the parish engineer, did an invaluable job in carrying out the Police Jury's policy in highway matters." Sutton said that Duggan was the type of person who just "lived and breathed his work" Services will be at 3 p.m. Sunday in Emmanuel Baptist Church with the Rev. W. H. Markham officiating. Burial will be in St. Rest Cemetery under the direction of Spears Funeral Home. Survivors include his wife, Mrs. Sarah Sanderson Duggan; two sons, David Hedgepeth of Baton Rouge; and Pat Duggan of Ruston; a daughter, Miss Sarah Ann Duggan of Marksville; three brothers, J. L. Duggan of Shreveport; B. L. Duggan and J. B. Duggan both of Arcadia; and five grandchildren.
