He was born Aug 6, 2009 and attended Springfield High School and Southern Police Institute at the University of Louisville. He was a veteran of the US Army and retired from the Louisiana State Police as a captain and commander of Troop A and served as chief of Police in Baton Rouge. He was a member of Pine Grove Baptist Church and a 32nd degree Mason and member of Lodge 297. He was a member of the Louisiana Peace Officers Association and Louisiana State Troopers Association. Visitation was held at Seale Funeral Home in Livingston on Tuesday, Dec 1, 2009 with a Masonic service and resumed on Wednesday, Dec 2, 2009 at Pine Grove Baptist Church in Livingston until service of Christian Burial with interment in Pine Grove Baptist Church Cemetery. His wife of 60 years, three daughters and sons-in-law, 14 grandchildren, six great-grandchildren, two sisters and a brother-in-law, a sister-in-law, and numerous nieces and nephews survives him. Preceding him in death was his parents, two brothers, Odis and Floyd Ratcliff; and a granddaughter, Sharon Ratcliff Morel.
