The site of what is now known as the City of Carrollton was formerly "The McCarty Sugar Plantation." It is on the left bank of the Mississippi river, above and immediately joining the City of New Orleans, at the apex of the triangle which Jefferson City forms, the base of this last named city being bounded by the Mississippi, thus causing Jefferson City to be located on the river between New Orleans and Carrollton. In the year 1831 the Canal and Banking Company purchased the above named plantation, and L. Millaudon, Samuel Cohn and John Slidell had it laid off into squares. The plan of the same was drawn by C. F. Zimpel, in 1833, at which time these squares were advertised for sale. It was subsequently divided into lots. The first rails of the New Orleans and Carrollton Railroad--the terminus of which is at Carrollton--were laid in 1835. During that year the railroad buildings and the first hotel were built. This hotel was burned in 1842, and soon after the present one was erected. The depot now used by the N. O. and C. R. R. Co. was erected in 1838. Since 1842 stores and other buildings have been gradually constructed, until their number has reached two hundred or more. In 1843 there were not more than ten stores in the town, and the population about one thousand. The present population is over three thousand. The town of Carrollton was incorporated in March, 1845. The first election was held the following month, or in April, 1845. Sixty votes were cast for R. Cochrane and Felix Hayden, thus electing them Justices of the Peace, and fifty-three votes at that time elected John Hampson Mayor. The Councilmen then elected received the following votes: Dr. R. Bien 53 Atwater Crawford Ives 46 F. Zeller 49 Geo. B. Mason 44 Jacob Goldsmith 38 Solomon Cohn 36 At that time a property qualification was necessary to legalize voting. All efforts to establish a newspaper in the City of Carrollton proved unavailing, until the year 1851. Since that time one has been regularly maintained. The steam cars, which commenced running to Carrollton in 1835, were suspended a few months since. At present a train of horse cars is running from Canal street, New Orleans, to Carrollton. The distance form Canal street to the Carrollton depot is six miles. Fare ten cents, each way. Cars leave Canal street for Carrollton every five minutes. The time consumed in making the trip is about forty minutes. The soil of the City of Carrollton being similar to that of New Orleans and Jefferson City, little need be said respecting it. Those who reside there speak favorably of the location, and but a short time will elapse before the entire city will be densely populated, provided we are blessed with peace, prosperity and liberty, compatible with republican principles. The Nicholson pavement has lately been laid in St. Charles street, from Tivoli Circle to Carrollton, and a drive over this pavement is the most delightful to be found in the city. As increased facilities for getting to and from Carrollton are multiplied, that town becomes more and more attractive; and while rents remain as moderate as at present, strong inducements are offered to men with large families and moderate incomes to locate in that section. Upper Line (Monticello) was apparently also known at one time as Protection street. Burnadotte b. the Lowerline extension b. Earhart Blvd and the Palmetto st. canal. Public Access Road, "First from River foot of levee," was apparently in the wide expanse between Leake Avenue and today's levee. Levee street was "2nd from the river from Upper to Lower line," and was apparently Leake Avenue since Leake is the innermost parallel road along the river. Huso runs parallel to and between Fern and Short for about three blocks near the river. Streets no longer in existence on either side of the existing canal between Orleans and Jefferson: Highland, Livingston, Mye, Blackberry, Lanes, Philip, St. Cyr and Ophia. And in New Carrollton, still in Jefferson; Rossini, Malibran, Mozart, Van Dyke, Raphael, Rousseau, Voltaire, Irving and Carrick had been on the river side of Milton. Since this document claims certain streets met at the river and today they do not, some riverfront property must have been reclaimed to build up the wide levee & railroad tracks area. EXAMPLE: "Burdette b. Macarty & DeArmas." Carrollton was bounded by the river and today's I-10 (Pontchartrain Expressway), and by Upper Line (now, Monticello) and Lower Line (now, Lowerline). New Carrollton, still just inside Jefferson Parish, was bounded by the river and today's Palmetto street canal, Upper Line (Monticello) and the railroad tracks in Jefferson. Greenville was bounded by the river and St. Charles Avenue, Upper Line and Walnut (Audubon Park). Audubon Park was the plantation of J. F. Foucher.
