The morning session began with a work conference, presided over by Mrs. Helen Kimber, of Kansas, in which methods of urging legislation were discussed. An invitation from the Louisiana Purchase exposition to hold a mass convention in St. Louis in 1904 was referred to the committee on plan of work. The next convention will be held in Washington, D. C.
