Director For Jefferson Parish, Died Saturday At West Jefferson Medical Center. He Was 75. Capt. Lyons
Was Born In Revere, Mass., And Lived In Westwego For The Past 30 Years. After Retiring From The Navy In
1974, He Worked As An Administrative Assistant To Jefferson Councilman T.J. 'Butch' Ward From 1981 To
1986, When He Was Named An Executive Assistant To Parish President Michael Yenni. In 1989, Capt. Lyons
Was Appointed The Parish's Emergency Management Director. He Retired From That Position In 1995. 'He
Was Strictly Military, A Very Good Organizer, Good Operator, And He Got Along Well With Everybody,'
Ward Said. 'He Developed A Real Good Rapport With All The Department Heads, And He Was Able To Do A Lot
