Choppin, M. D., President Board of Health and ex-officio Recorder of Births, Marriages and Deaths, in and for the Parish and City of New Orleans, personally appeared: William Tell a native of Switzerland residing at the corner of Customhouse St David Streete who hereby declares that on the fourth day of February 1878 / 4th of February 1878 / at his aforesaid residence was born a Male child, named Charles Louis Tell (White), Lawful issue of Defronent a native of Switzerland aged 40 years, occupation Sexton and Carrie Vancourt a native of This City aged 22 years.
