Robin Roark and Rev. Al King officiating. Interment will follow in Mulhearn Memorial Park Cemetery in Monroe, LA under the direction of Mulhearn Funeral Home, West Monroe. Herbie passed away suddenly at his home in West Monroe, on January 14, 2016, at the age of 67. He is survived by his wife, Lavenia Young Otwell; daughter, Janin D. Otwell (husband Stirling Snow); grandchildren, Evie Otwell-Snow and Lawson Otwell-Snow of Nashville, TN; step-daughter, Sarah White Coble (husband Todd); granddaughter, Danielle Coble of West Monroe. Herbie was preceded in death by his father, Emmett Otwell, Jr.; his mother, Elva Otwell Massengill; and step-father, Homer Massengill. Herbie was born on November 23, 1948, in Monroe, LA. He was a graduate of Neville High School and Northeast Louisiana University with a degree in Criminal Justice. He remained in touch with his fraternity brothers of Theta Xi from his days at NLU. On January 5, 1973, Herbie began his 39 year service to Monroe as a police officer. He particularly loved being a patrolman and pilot, and he never lost the desire to patrol the streets at night and respond to the "Call of the Wild". He retired as Assistant Police Chief, and had also served as Interim Police Chief. Herbie was a people person and his love for others shined bright. He always had a smile, was quick to laugh, and share a story. He had a very strong faith and servant's heart. His example was his testimony. Pallbearers will be Mac Anderson, Robert Biggers, Bill Black, Bobby Boyter, Wesley Fountain, Billy Kemp, Butch Statham and Marvin Wilhite. Honorary Pallbearers will be Deacons of Ridge Avenue Baptist Church, Bob Lee, Karen Hillhouse, and the rest of the Wednesday Retired MPD Coffee Club. Visitation will be held from 4:00 P.M. until 7:00 P.M., Sunday, January 17, 2016 at Ridge Avenue Baptist Church, West Monroe. Memorials may be made to Ridge Avenue Baptist Church Children's Mission Fund, or the children's charity of your choice .
