HONORABLE H.P. KERNOCHAN (1st ward)
In 1880 Mr. Kernochan was elected President of the Police Jury and his 
administration of the affairs of Plaquemines Parish was brilliant. The 
parish was heavily in debt , the result of the carpet bag rule, but at 
the end of his term, the heavy burden of debt under which our people 
rested had been removed and he had succeeded in securing order out of 
chaos.
Our new jail is a monument to his energy and administration abilities. 
He is a worthysuccessor of his honored predecessor, Honorable John Dymond.
