Cleveland >Fruge'. -- Judge Richard Blanchard Williams of the Tenth Judicial District Court, Natchitoches, La., was born in Natchitoches on March 1, 1910, son of James Henry and Eliza Payne Williams, both descendants of pio- neer Louisiana families. Judge Williams was graduated from St. Mary's High School in 1926, and from Northwestern State College with an A.B. degree in 1930. His LLB degree was awarded by Tulane University in 1933 (J.D. in 1969). Judge Williams is also a graduate of the National College of State Trial Judges, Reno, Nevada, having attended in the summer of 1967. During the Second World War, Judge Williams served in the United States Navy and achieved the rank of Commander. He remained in the Naval Reserve program until his retirement in March 1970. Before his election to the judgeship in 1966, Judge Williams prac- ticed law in Natchitoches. He also was associated with several business enterprises: Boards of Directors of Exchange Bank, Progressive Savings and Loan Association, Federal Land Bank Association of Alexandria. He is also owner and developer of extensive farm and forest lands and urban properties. Judge Williams has been active in numerous civic organizations: Commander American Legion Post, District Chairman for Norwela Council of Boy Scouts of America, and Chairman of Restoration of Colonial Natchitoches, Inc. He is also a member of the Elks Club, Rotary Club, Kappa Sigma Social Fraternity, and Phi Delta Phi Legal Fraternity. In addition, Judge Williams has taken an active part in various legal organizations: he was at one time on the Judicial Council; and he is now serving on the Council of the Louisiana State Law Institute; member of Natchitoches - Red River Parishes Bar Association, Louisiana State Bar Association; American Bar Association; and Louisiana Trial Judges Association. A Roman Catholic, Judge Williams if a Knight of St. Gregory and a 4th Degree Knight of Columbus. Judge Williams is married to the former Ora M. Garland of Minden, La., and they have four children, Ann (Mrs. Jack Brattain), Richard, John and Joseph Payne, and ten grandchildren. From September 1969 through October 1970, Judge Williams was assigned to the Second Circuit Court of Appeal in Shreveport. # # #
