MARCH 6, 1884 The Police Jury met pursuant to adjournment and was called to order by the President [THOMAS L. TERRY]. The following members were present: S. B. HARRIS, T. G. McGRAW and S. F. SPENCER. Minutes of the late meeting were read and approved. The following named persons were appointed overseers of roads for the parish of Red River in and for the year 1884, and until their several successors are appointed, to wit: ROAD NO. 1 -- JOHN R. YATES, WILLIAM NEWMAN and JASPER HUGGINS. ROAD NO. 2 -- GEORGE B. GRAY and J. H. PIERSON ROAD NO. 3 -- J. B. HOWARD, J. L. PARMER, SEABORN GARDINER AND JOHN CONNLY ROAD NO. 4 -- R. L. WARDLAW and J. PEROT ROAD " 24 -- JAMES DEFEE and PETER LIGHTSEY By virtue of a communication received from the Governor of the State of Louisiana requesting the Police Jury of Red River Parish to select some suitable person to be appointed and commissioned as a member of the Louisiana State Commission be it -- RESOLVED, That HON. HOWARD C. STRINGFELLOW be selected to be appointed and commissioned as a member of the Louisiana State Commission of the World's Industrial and Cotton Centennial Exposition for the parish of Red River, and by virtue of a further and other communication received from the Governor requesting the Police Jury of Red River Parish to "take immediate measures to form a permanent local organization of citizens of said parish, and the distribution of information and such parish association should comprise all citizens to take interest in this great enterpirse; said organization to be called 'The Red River World's Exposition Association', " to elect a chairman and such other officers as may be requisite; and by virtue of the request of the Governor, said Police Jury have and do call a meeting of the citizens of the parish of Red River, to be held at the Courthouse on Saturday, April 5, 1884, and at said time and place all citizens are requested to meet and take part in the permanent organization of said local association, and to elect such officers as may be necessary; and the said Police Jury have appointed the herein named citizens as a special committee of the several wards to meet and assist in organization, viz: Ward No. 1 -- JOHN H. REES, B. M. GIDDENS, J. H. SCHEEN, LYNN B. WATKINS, J. J. SPRAWLS, J. C. EGAN, JAMES F. PIERSON, W. W. WARDLAW, JAMES DEFEE, and D.H. HAYES. Ward No. 2 -- P. L. COLLINS, B. F. TEER, S. M. TEER, RICHARD L. CAPERS, J. L. FARMER and JOHN RATCLIFF. Ward No. 3 -- C. J. CONLEY, T. L. PAGE, R. S. GARDINER, C. E. HAYES, JOHN W. MADDEN, J. B. McGRAW, J. HUGGINS. Ward No. 4 -- B. W. MARSTON, T. G. WAMSLEY, A. F. STEPHENSON, J. W. SANDIFORD, JOHN CRICHTON, B. C. STRINGFELLOW, J. B. GREENING, T. W. SMITH, and A. A. FARMER Ward No. 5 -- FRANCOIS BOUBIOU, E. W. JACKSON, A. C. BROWN, O. R.
