Dr. Marcus Murphy and Rev. Don Thornton will officiate. Visitation will be held from 5:00-8:00PM Monday, June 5, 2006 at the First Baptist Church in Delhi. Burial will be in the Delhi Masonic Cemetery under the direction of Cox Funeral Home of Delhi. Billy was born in Rayville, LA and died Sunday, June 04, 2006 at his residence after a prolonged illness. Billy was a graduate of Tallulah High School and received a Bachelor of Arts Degree from Louisiana Tech University with a major in English and Public Administration and a minor in Pre-Law and attended Louisiana State University School of Social Work. He was involved in Social Work for the State of Louisiana for over thirty years where he served as Caseworker in the Foster Care and Child Abuse Agencies; was a Juvenile Probation & Parole Agent and from 1987 until retirement in 2001 was Supervisor of Child Abuse and Neglect, Family Services Department for the Fifth Judicial District Court area in Richland and West Carroll Parishes. Billy served as Mayor of Delhi from October of 2001 until May 2002; he was extremely active in his civic and community work including being a member and Adult Men Sunday School Class Teacher at First Baptist Church-Delhi; was a former member of Waverly Baptist Church where he was ordained a Deacon and served as Sunday School Teacher; Past Board of Director, Vice President and President of the Delhi Jaycees; Past Board of Director, Officer and Fund Raiser Program Chairman of the Delhi Lions Club; active in Boy Scout Fund Raising Drives; former President of the Delhi Golf and Country Club, the Tallulah Mental Health Advisory Board and the Bayou Macon Rural Water System. He was a member of the Northeast Louisiana Livestock Show serving as a Board Member and Officer for forty-three years. He was a member of the Richland Parish Association for Retarded Children, Louisiana Conference of Social Work, Louisiana Probation and Parole Officer Association, Committee for the Review of Foster Care Cases, Community Education Council for Richland Parish, Louisiana Social Services Supervisor Association with a Honorary Lifetime Membership, FINS Committee for Richland and West Carroll Parishes, Poverty Point Festival Board, Project Independence Board, Richland Parish Extension Office Board, and Home Instruction Program of Pre-School Youngsters Board of Richland Parish. He was appointed by Gov. Kathleen Blanco as a member of the Men's Health & Wellness Commission for the State of Louisiana; and most recently was Secretary Treasurer of the Poverty Point Regional Economic Development Corporation where he was very active in the oversight of the construction of the new Black Bear Golf Course being developed on Poverty Point Reservoir. He is preceded in death by a son Jed Elliot Dartlone; his father, Clyde Dartlone; one sister Wilma Doris Dartlone; and two brothers H. M. and Earl Wade Dartlone. He is survived by his wife, Cynthia Lee Dartlone of Delhi, one daughter Jennifer Shelton and her husband Massey of Delhi, two grandsons Braxton and Addison Shelton of Delhi; his mother Doris Dartlone of Delhi; one sister Wanda Woodard and her husband Tommy of Yazoo City, MS; one brother Melvin Dartlone and his wife Othel of Waverly, LA; and his father-in-law and mother-in-law Bobby Joe and Bobbye Anne Lee of Tallulah along with numerous extended family members. Pallbearers will be Jimmy Hopson, Milton Linder, Larry Rodden, Leo Coleman, Dr. Corey Albritton, Dwight Clarke, Tim Fife and Rep. Francis Thompson. Honorary pallbearers will be George Luffey, Justice Chet Traylor, Sheriff Charles McDonald, Judge Glynn Roberts, Dr. Sam Scurria, Billy Cutler, Tommy Bradley and Dick Bradley. Added note Former Delhi mayor dies at 62 By Greg Hilburn ghilburn@thenewsstar.com The funeral for former Delhi Mayor Billy Wayne Dartlone is scheduled at 4 p.m. Tuesday at the First Baptist Church in Delhi. Dartlone, 62, died Sunday after a long battle with cancer. “He was the kind of person anyone would be wise to emulate,” said friend and state Rep. Francis Thompson, D-Delhi. “Even when he got really sick recently he took a group of kids on a Christian camping outing in Arkansas.” Dartlone, a lifelong northeastern Louisiana resident, served seven months as mayor in 2001 and 2002 as he filled the unexpired term of former Mayor Jimmy Hopson. He didn’t run for re-election.
