NEELY On the 6th of May 1881, a marriage license was obtained in the Parish of Richland, Louisiana to unite Jubal L. Neely and Mary E. Head. It shows that they were married the 17th of May 1881 by a Minister of the Gospel named Alexander. Their Bible shows that Jubal L. Neely was born 5 May 1855 and died 19 February 1891. The following petition was filed by his widow, Mary Ella (Head) Neely. 0293 Tutorship 1892 Richland Parish, Louisiana The Hon. R. P. Williams, Judge of the 27th District Court in and for the Parish of Richland, State of Louisiana. The petition of Mrs. Ella Neely, a resident of Richland Parish, State of Louisiana, respectfully shows that she became the wife of Jubal L. Neely by lawful marriage in or about the year A. D. 1881 within the state and parish aforesaid, and that her said husband departed this life on or about February 19 A. D. 1891. Petitioner further shows that the issue of the aforesaid marriage are the minor children Ludy Maybel Neely, Ollie Neely, Jubal Allen Neely, and Paul Talmage Neely that her husband had his life insured in the Knights of Pythias he being a member of Eineka Lodge no. 14 K. of P. at Delhi, Louisiana. That the benefit certificate was made payable to the petitioner, Mrs. Ella Neely and her minor children, whose names appear in this petition. That under the law she is by nature entitled to the tutorship of her minor children. Wherefore she prays that an inventory of the effects left by her late husband, Jubal L. Neely, to herself and her minor children be made and that she be appointed tutrix upon complying with the requirement of the law. Wm. Bullard, Atty. Having duly considered the foregoing petition it is ordered that an inventory of the property of the minors, Ludy Maybel Neely, Ollie Neely, Jubal Allen Neely, and Paul Talmage Neely, be made as prayed for and according to law. Mary Ella Head, daughter of Allan Rudolph Head and his wife Terresa Mire Anderson, was born 5 September 1857 in Louisiana. She died 20 May 1901 in Garrison, Nacogdoches County, Texas. Jubal L. and Mary Ella Neely had five children. Lucille Blanche Neely called “Lutie” (referred to in the petition as Ludy Maydel Neely) was the eldest. She was born 8 March 1883 Dehli, Richland, Louisiana. She married Decalve Creth Baines “Bud” 3 April 1901 and died 11 April 1973 in Brookshire, Waller, Texas. They had one child: Blossom La Dell Baines born 25 April 1907. Olive “Ollie” Neely born 4 August 1884 Dehli, Richland, Louisiana married Dr. Walter Shepherd in 1919. She died in San Antonio, Bexar, Texas. They had no children. Annie Neely born 4 December 1886 Dehli, Richland, Louisiana died 14 March 1888. Jubal Allen Neely was born 12 April 1888 Dehli, Richland, Louisiana. He went to medical school and practiced medicine for 60 years in Austin County, Texas. J. A. Neely married 16 October 1916 in Industry, Austin Texas to Almeida Brookfield Fordtran. They had two sons. Robert Allen Neely was born 1 March 1921 in Temple, Bell, Texas. He is a retired ophthalmologist living in Bellville, Texas. His brother, Winston Brookfield Neely, born 4 June 1924 Bellville, Austin , Texas is a retired internist who also lives in Bellville. Jubal Allen Neely died 14 December 1975 in Bellville. The fifth child was Paul Talmage Neely born 29 August 1889 Dehli, Richland, Louisiana. Paul was also a physician. He married Barbara Hirschi on 12 June 1919 in New Orleans, Louisiana. Her died 14 June 1984 in Portland, Oregon. They had no children. After the death of Jubal L. Neely in 1891, his widow Mary Ella Head Neely married Benjamin Lee Jopling 27 December 1893. There were two children born to them in Texas. Karl Elbert Jopling in 1896 and Celmus Clarion Jopling in 1898. While searching for the parents of Jubal L. (For some reason all of the initials are reversed on this 1870 census. They should read P. B., M. E. & J. L.) Mary Ann Bell married John B. Brame on Dec. 18, 1818 Caroline County, Virginia. Their daughter Martha E. Brame married first Jubal L. Neely. They were on the 1850 Madison Parish, La. census above and had three children. Mary Neely was born about 1851; Judy was born about 1853; and Jubal L. was born 5 May 1855 (from Bible record & shown as age 5 on 1860 census.) Jubal L. Neely, the father, died 1853/1854 and his widow married Peter B. Feenan before the 1860 census was taken. The eldest child Mary Neely born about 1851/1852 Louisiana married 17 May 1871 in Franklin Parish to Henry Hamilton. The next child Judith “Judy” Neely born 1853/1854 Louisiana married 5 November 1870 in Franklin Parish to Thomas Morrow Sayre. She died 1 September 1942 in Richland Parish. Judy and Thomas Sayre had two children. They were William Sim Sayre born 19 August 1872 who married Lilly Mae Boughton in 1898. Their son, Thomas Morrow Sayre, M. D., died 5 September 1972 in Richland Parish. William Sim Sayre died 16 August 1934. His sister was Louisiana Sayre born 1877. She married Clas Johnson and died 16 July 1962.
