Mr. Picard was born in Zwolle, and was a resident of Converse. He was a 1981 graduate of Converse High School, and attended college in Baton Rouge. Funeral services were held at 11 a.m., Thursday, Feb. 11, at St. Catherine's in Noble, with interment following at Noble Cemetery. Father Kenneth Williams officiated. Mr. Picard was preceded in death by his father, Johnny Picard of Converse. Survivors include his mother, Mary Violet Picard of Converse; three sisters, Maren Picard of Biloxi, Miss., Karen Cooper of Baton Rouge, and Vickie Sepulvado of Noble; one brother, John Russell Picard of Converse; three brothers-in-law, John Reese of Biloxi, Miss., James Cooper of Baton Rouge, and Timothy A. Sepulvado of Noble; one special God daughter, Kara Cooper; five nieces; five nephews; one great niece; various aunts, uncles, cousins; and one very special friend, Janie Sepulvado.
