The Louisiana GenWeb Archives are registered with genrecords.org.  When you become a file manager the first thing that happens is that your email addy is sent to the managers of this site.

When a submitter uses the forms to send a file and/or image to your parish, 
1. This item is automatically uploaded to your parish.
2. You will receive a copy of the item.

I always send a thank you note to the submitter letting them know that their contributions have been received.
