B. Phillips, of Grant Parish (The above list was taken from the 44th Congress, 2d Session, U. S. House of Representatives Ex. Doc. No. 30. The investigation/hearing was titled "Use of the Army in Certain Southern States" and this volume holds many items relevant to the reconstruction era in the South. Of the above listed, it is not certain how many were involved in the 'Colfax Riot' of 1873, but the only white person listed above is Charley Cobb. The remainder were designated as 'colored'. The Phillips man who submitted the list was a Grant Parish official, possibly parish judge, appointed by the Radical Republican administration which ruled Louisiana during reconstruction.
