MONTPELIER From the "General Digest of the Acts of the Legislature of Louisiana: Passed from the year 1804 to 1827, inclusive." PARISH OF ST. HELENA An Act to establish a permanent seat of justice in and for the parish of St. Helena. Approved, March 25, 1813. Section 1. Be it enacted by the Senate and House of Representatives of the State of Louisiana, in general assembly convened, That Jacob Coll, Joseph Thomas, William James, Daniel Raines and Joseph Slater, are hereby appointed commissioners, a majority of whom shall have power to fix and determine on a permanent seat of justice in and for the parish of St. Helena, not exceeding five miles from what they may conceive to be the centre of the parish. Section 2. The said commissioners are hereby authorized to receive, in behalf and for the benefit of the parish, any donation or gift that may be offered by any individual, and the said commissioners, in conjunction with the parish judge, and any two justices of the peace in the said parish are hereby authorized to levy a tax within the parish, not exceeding one thousand dollars, for the purpose of erecting and completing the public buildings in the said parish. Section 3. The tax thus levied shall be collected one half in the year one thousand eight hundred and thirteen, and one half in the year one thousand eight hundred and fourteen, by the collector of taxes in the parish, who shall receive the same emoluments, and be subject to the same penalties as is provided by law for the collection of other taxes, and which when collected, shall be paid into the hands of the commissioners, who are authorized to contract with fit and proper persons for the erection of such buildings as may appear to them necessary, which, after at least thirty days public notice, shall be let to the lowest bidder. An Act concerning elections in the parish of St. Helena. Section 1. Be it enacted by the Senate and House of Representatives of the State of Louisiana, in General Assembly convened, That from and after the passage of this act, it shall be the duty of the Parish Judge and Police Jury, of the Parish of St. Helena, at the said annual meeting of said Police Jury, to appoint two other places of elections, for Governor, Members of Congress, Electors of President and Vice-President of the United States, and Members of the General Assembly of this State, in addition to those already allowed by law. Section 4. Be it further enacted, That the Commissioners, or a majority of them from each poll, shall meet at the Court House in the town of Montpelier, on the third day, at 4 o'clock, P.M., and proceed to counting the votes according to law.
