Visitation will be from 10 a.m. until time of services in the funeral home. Paul R. Spitzfaden Sr. MANDEVILLE-- Former three-term Mandeville mayor Paul R. Spitzfaden Sr. died Sunday, Nov. 5, 2000. He was 80 years of age, a native of Algiers and a resident of Mandeville for the past 35 years. First elected in 1984, Spitzfaden was the city's first Republican mayor and he served until 1996. Prior to his election, he served as chairman of the Planning Commission for 14 years and as a St. Tammany Parish representative on the Citizens' Advisory Committee for the multi-parish Regional Planning Commission. Among his accomplishments as mayor were upgrading utilities and city services, constructing a new seawall, repaving numerous streets and the implementation of a new Lakeshore Drive. He had a long federal career, spanning 40 years, which included military service and management assignments with the Department of the Army, the National Aeronautics and Space Administration, the Department of Commerce and the Bureau of the Census. A U.S. Army veteran and graduate of the Army Infantry School, Fort Benning, Ga. and Army Transportation School, Fort Eustis, Va., Spitzfaden served during World War II and the Korean War. He served in Europe on the Adjutant General's staffs of commands in Germany and the AG's staff at Eighth Army Headquarters, United Nations Command, in Korea. A retired Major, he was a life member of the Veterans of Foreign Wars and the Reserve Officers Association and a member of the American Legion. During his military service, he earned two campaign battle stars in Korea and the Republic of Korea Presidential Unit Citation. Spitzfaden was a graduate of Tulane University with a degree in public administration. At Tulane, he was elected to Pi Sigma Alpha and the National Political Science Honor Society and he completed graduate and executive seminars in public administration at the University of Oklahoma, Toledo University and Tulane University. In 1985, Spitzfaden was recognized by the Mandeville Area Chamber of Commerce as the "Businessman of the Year." He was a past president of the St. Tammany Municipal Association, a vice chairman of the Lake Pontchartrain Basin Foundation, a trustee of Mandeville Youth Sports, a commissioner of the Greater New Orleans Expressway Commission and a member of the Board of Economic Development Foundation and the Board of Trustees of Lakeview Regional Medical Center. He was awarded the "Outstanding Federal Retiree Award" from the Federal Business Association in 1988, the "Humane Leadership Award" from the St. Tammany Humane Society in 1990, the "Public Works Person of the Year Award" from the American Public Works Association - North Lake Chapter in 1992 and the "Commissioners' Award" from Fire Protection District No. 4 in 1995. Spitzfaden served as an elder and president of the congregation of Holy Trinity Lutheran Church in Covington for three, two-year terms. He was the husband of the late Elaine Lucille Molaison Spitzfaden; the father of Mary V. "Ginger" Crawford, Linda D.S. Reed and Paul R. Spitzfaden Jr.; the son of the late Adolph R. Spitzfaden Jr. and Juanita H.S. Chesnut; the brother of Charles E. Spitzfaden, Beverly "Billie" Adams, Thora Godwin, Ivel Workman and the late Adolph J. Spitzfaden, Juanita A.S. Dunz and Mary V. He was a native of Aubrey, Ark., a resident of Covington for the past 30 years and a graduate of Georgia Tech University, where he earned a bachelor of science degree and a master's of science degree. He was a retired geophysicist with Shell Oil Company and a member of Tau Beta Phi fraternity, Eta Kappa Nu fraternity and the First United Methodist Church. He was the husband of Jewel W. Scaife; the father of Jack Scaife, Bill Scaife and Cecile Manny; the brother of Norman Scaife; and the grandfather of four grandchildren. A funeral service will be held Thursday at 10 a.m. in the chapel of the First United Methodist Church in Covington. Interment will be in Theodore Dendinger Cemetery. Visitation will be today from 5-7 p.m. at E.J. Fielding Funeral Home in Covington. Juva Smith COVINGTON -- Juva Smith died Friday, Nov. 24, 2000. She was 74 years of age. She was a native of Grand Junction, Iowa and a resident of Covington for the past 35 years. She was the mother of David N. Smith Jr. of Covington and Beth A. Smith of Slidell; the sister of William P. Davis of Navato, Calif.; the grandmother of three grandchildren; and the great-grandmother of five great-grandchildren. A funeral service was held Sunday in the chapel of Schoen Funeral Home in Covington. Interment was in Barker-McManus Cemetery. Robert T. Smith Sr. COVINGTON -- Robert T. Smith Sr. died Friday, Nov. 24, 2000. He was 99 years of age. He was a native of Philadelphia, Pa. and a resident of Mandeville. He was a former New Orleans Stevedore executive, a former member of the President's Transportation Committee and a former port director for Duluth, Minn. and Antigua. He was the father of Harry B. Smith of Folsom, Leonard B. Smith of Mandeville and the late Robert T. Smith Jr.; the brother of Margaret Hahn, Anna Rosser, Mary Storr and Helen Millman, all of Pennsylvania; the grandfather of 10 grandchildren; the great-grandfather of 17 great-grandchildren; and the great-great-grandfather of two great-great-grandchildren. A memorial service will be held today at 7 p.m. in the chapel of Schoen Funeral Home in Covington. Visitation will be from 6 p.m. until time of services.
