Born in 1924 on a farm near Wellington, Kansas, he grew up in Newkirk, Oklahoma. He attended Newkirk High School, serving as class president each year. Following high school, Mr. Dearing enlisted in the U.S. Navy and was a hospital corpsman aboard a minesweeper during World War II. After the war ended, he attended Oklahoma A&M (Oklahoma State University), graduating in 1948, and then the University of Oklahoma College of Law, graduating in 1951.
