Oct. 3rd 1896. No. 1 - The School board of the Parish of Tangipahoa state of Louisiana, met at the court house in Amite City on Oct. 3rd 1896 for organization. All the wards were represented except the eight. Charles W. Amacker was duly elected President of the Board. And O. P. Amacker of Kentwood was elected Superintendent and Secretary. The secretary not being present the board adjourned until 16 Oct. 1896. G. W. Bankston, Secy. C. W. Amacker, Pres. Amite City, La. Oct. 16 1896. No. 2 - The School board met in the Court house at Amite City La on the above date, pursuant to adjournment. The board was called to order by Charles W. Amacker, President, and the roll call of members was ordered, when the following responded viz. 1st Ward - not represented 2nd " - Geo W. McDaniel 3rd " - C. W. Amacker 4th " - G. W. Bankston 5th " - T. E. Tycer 6th " - James P. Starns 7th " - M. E. Vinyard and Dr. E. W. Meagan 8th " - Thomas Moore No. 3 - A quorum being present the business of the board was taken up. Minutes of the last meeting (Oct.. 3rd) read and adopted. On Motion of M. E. Vinyard pg. 2 of the 7th Ward it was ordered that the Parish of Tangipahoa be redirected into school districts No. 4 - On motion, it was ordered that the board go into an election of a committee for the examination of teachers which resulted in the election of Dr. Charles S. Stewart and Prof. A. M. Whipple of Kentwood La. No. 5 - On motion, it was ordered that the President of the board be authorized to appoint a committee on audit and account for the board. The President appointed Geo. W. Bankston. James P. Starns and George W. McDaniel. No. 6 - On motion, the President appointed M. E. Vinyard of the 7th Ward on Committee to act with the President and superintendent on selection of teachers. No. 8 - The School Board of the Parish of Tangipahoa. Convened in the Court house on the above date. And in the absence of Charles W. Amacker, the President, the board was called to order by the Superintendent and on motion, Dr. E. W. Meagan of Hammond was elected President pro tem. The minutes of last meeting read and adopted. No. 9 - Committee on audit and account made report for the third and fourth quarters of 1896. which reports were read and adopted as follows. viz. Amite City La. January 2nd 1897. No. 10 - We, the undersigned members of the auditing committee appointed at the last meeting of your honorable board beg leave to make the following report as to the third quarter. Commencing June 30 and ending September 30 1896. We find the books and vouchers of the Secretary and Treasurer Correct, and the balance on hand in treasury September 30th 1896 is $2118.72. No. 11 - We, the undersigned committee on audit and account beg leave to make the following report for the fourth quarter. Commencing Sept 30 1896, and ending Dec 31st 1896. Starns G. W. McDaniel Committee pg. 4 No. 12 - On Motion of G. W. Bankston, it was ordered that the committee on audit and account destroy by burning, in the presence of the board, all the canceled vouchers for the 3rd and 4th quarters of 1896, which was accordingly done. No. 13 - On motion, of M. E. Vinyard, form the 7th Ward, it was ordered that Mifs Theeba Crawford be paid the sum of fifty five 50/100 Dollars ($55.50) and this amount be taken from the fund of the Collins- wood School for the year 1897. No. 14 - G. W. McDaniel of the second Ward, it was ordered on a petition from the sixth ward, that a public school be granted to the people of said Ward to be known as the "Antioch School" No. 15 - A committee was appointed consisting of M. E. Vinyard and G. W. Bankston to make arrangements with a newspaper to publish the proceedings of the school board for the year 1897, and to report at the afternoon session. Board took a recess until 1:30 Oclock P.M. No. 16 - Afternoon Session. The board met pursuant to adjournment. A quorum being present, business was proceeded with. On Motion, the following resolution was adopted Resolved. That the school at Hammond be opened as a public school on Monday January 4th 1897, on the funds still due that school from apportionment of 1896 and on funds to be apportioned or appropriated for 1897 and no more. No. 17 - On motion, the opening of the public schools in the various wards was left with direction of the ward director and the pg. 5 wishes of the patrons of the schools. No. 18 - On motion, of James P. Starns, it was ordered that the secretary draw a warrant in favor of the Amite City bank for W. L. Bell & Co in payment note for $457.45 for School carts purchased from W. L. Bell in 1895. No. 19 - On Motion, of James P. Starns, it was ordered that the note due the school board for two hundred dollars, with interest by O. D. Ott, W. M. Ott and J. J. Ott for rent of 16th section in Township 1, south of range S. East be placed in the hands of O. P. Amacker, Atty for collection. No. 20 - On motion, it was ordered that the Amite City Independent be selected and adopted as the official organ of the school board for the year 1897. No. 21 - On motion, of G. W. Bankston, it was resolved, that the maps of the state of Louisiana, now in the hands of the superintendent, be delivered to the schools of the Parish when called for until all are distributed. No. 22 - On motion, the board adjourned until the next regular meeting in April, unless sooner convened by the order of the President. O. P. Amacker, Super & Secy. Dr. E. W. Report of the auditing committee read and adopted as follows. We the undersigned auditing committee appointed by your honorable body to examine the secretary and treasurer report have performed said duty and have examined and checked warrants to the amount of $770.15 and find in the hands of the treasure today $6448.88 for proof of same we refer to vouchers. G. W. Bankston J. P. Starns - Com. No. 24 - On motion of G. W. Bankston, it was ordered that the vouchers canceled at each quarterly meeting be destroyed at the same time. No. 25 - On motion of W. H. McMahon the following resolution was adopted - Resolved. That first grade teachers be paid the sum of thirty dollars. Second grade. Twenty five dollars and third grade, fifteen dollars per month for teaching. On motion, it was ordered that the board director appoint local directors for each school in his ward. pg. 7 No. 26 - On motion the report of the Parish Superintendent for the first quarter 1897 was read and adopted as follows. Amite City La April 3rd 1897. No. 27 - Mr President and members of the school board. Gentlemen. I beg leave to report that in accordance with instructions issued at last meeting I proceeded to collect note due your honorable board from meprs C. D., W. M. and J. J. Ott for rent of 16th section amounting in principal and interest to two hundred and sixty four dollars $264.00) which amount less 10 per cent commissions viz. $237.60 has been turned over to the Parish Treasurer and shows in his report. I also in accordance with instructions drew a warrant in favor of the Amite City Bank for four hundred and fifty one 45/100 dollars $451.45) in payment of a note due W. L. Bell & Co for School chars purchased by the old board for the year 1895, which note I herewith submit for cancellation. I also submit a report of the school children in the Parish of Tangipahoa as enumerated by Parish assessor for the year 1896 as follows. Deduct the sum of $789.40 amount of warrants paid since last report and there is the net amount of six thousand four hundred and forty eight 80/100 Dollars ($6448.80) in the Treasury at this date. There are the following balances to the credit of the several wards of the Parish from the apportionment of July 1896, which must be deducted from the $6448.80 before the apportionment can be properly made viz. To the first (1st) Ward $172.38 " " second (2nd) " 102.00 " " third (3rd) " 254.60 " " fourth (4th) " 206.77 " " fifth (5th) " 181.40 " " sixth (6th) " 124.83 " " seventh (7th) " 68.90 " " eighth (8th) " overdrawn $3.90 ------- $1110.88 Add to this amount of one thousand, one hundred and ten 38/100 dollars already to the credit of the several wards, as shown above, the sum of two hundred and fifty dollars for a reserve general fun making the sum of thirteen hundred and sixty 88/100 dollars ($1360.88) and deduct from the $6448.80 leaves the sum of five thousand and eighty seven 92/100 dollars ($5087.92) to be apportioned among the several wards according to the number of children heretofore given, which makes about ninety seven (97) cents per captia and the wards as follows 1st Ward $864.94 2nd " 406.98 3rd " 1026.26 4th " 646.99 pg. 9 5th " 605.25 6th " 337.56 7th " 945.75 8th " 178.48 No. 29 - Also find from the school record that the Parish of Tangipahoa has been districted into School districts as required by law. P. Amacker Supr. No. 30 - On motion the following ordinance to establish a central High School for white children of Tangipahoa Parish in Amite City, to fix the salaries of teachers therein and to provide rules for its government was adopted. Be it ordained pg. 12 by the Parish school board of Tangipahoa Parish: That there be established in the town of Amite City a central high school for white children to be conducted in the building erected by the citizens of said town, and known as the Amite City grade school. Be it further ordained: That there shall be employed to conduct said high school, one principal and such assistant or assistants as shall be from time to time found necessary. Provided, that no assistant shall be employed except upon a certificate of the necessity. Therefor signed by the local directors of the district in which said school is located approved by the President of this board and the Parish Superintendent or by resolution or ordinance of this board passed at a regular or called meeting. Be it further ordained: That the salary of the principal of said school is hereby fixed at not exceeding seventy five dollars per month, and the salary of assistants at not exceeding forty five dollars per month each, to be paid out of the Parish School funds before apportional in the same manner as the salaries of other teachers are paid. Be it further ordained: That the said high school be open four (4) months in each year. Be it further ordained: That said high school be open free of tuition for said months to all white children entitled by law to the benefit of public school funds of Tangipahoa Parish and who have qualified themselves for the branches taught in said high school which shall be fixed by the Parish Superintendent and the local school director of said town and shall be a continuation of the branches pg. 13 taught in the public schools with such additions as said Superintendent and directors shall make. Be it further ordained: That except as herein otherwise provided, the said high school shall be under the control of the members of this board from the 3rd Ward, and the local school directors of Amite City in the same manner as the common school of the said town, and shall be governed by the rules to be made and adopted by said directors. Be it further ordained: that the sum of one dollar per annum (ie for each annual term) shall be paid by each family, surviving parent or guardian who actively sends a child or children to said high school, to said local board of school directors, which shall be used in providing said high school with fuel and defraying expenses necessary for the comfort thereof. Be it further ordained: That so much of the public school funds of the Parish of Tangipahoa, of the year 1896, available for the year 1897 and not already apportioned to the several school districts as is necessary to pay the salaries herein provided for 4 months, is hereby appropriated and set apart for said purpose. Be it further ordained: That this ordinance shall go into effect when approved by the State Board of Education, and said high school be opened at the same time, the public school is opened in said Town. On motion the following resolution was adopted resolved. That the City of Hammond be and is hereby set apart and made a separable and distinct school district in this Parish. pg. 14 On motion the Stinson School was adopted as school no. 10 of Seventh Ward. No. 31 - On motion the superintendent was instructed to send the ordinances establishing high school at Amite City to state Superintendent at Baton Rouge. Greenwood white school, Aug 27, 1897 While visiting the schools in the 6th Ward, the rainy weather and high waters prevented my visiting a number of schools that I would otherwise have done. The yellow fever excitement pg. 19 has also prevented me from visiting a number of schools . I was much pleased and gratified on my visit to the schools to find the teachers doing good wok, the children interested in their studies, and parents appreciating the necessity and benefit of the public schools. Respectfully submitted, O. P. Amacker, Parish Supt. No. 38 - On motion of Dr. E. W. Magan the Parish Supt was instructed to answer letter of Prof. Campbell of Osuka, that our law did not permit the board to pay for children attending school out of the State. No. 39 - On motion of W. H. McMahon it was ordered that the white and colored schools at Kirksville be abolished. On motion of W. H McMahon it was ordered that Oak Ridge and Line Creek schools be consolidated at Barrier and Thompson's Mill. No. 40 - On motion of George W. McDaniel it was ordered that the Greenwood and McDaniel schools in second ward be abolished. On motion of G. W. Bankston it was ordered that the Ballard school of 4th Ward be allowed the per capita to support said school. No. 41 - On motion the Nelson school was adopted as No. 9 and the Natalbany Church school as No. 10 No. 42 - On motion the Parish Superintendent was allowed additional compensation in pg. 20 the sum of one hundred and twenty-five dollars for services and expenses in visiting schools for the year 1897. No. 43 - On motion the following apportionment was made among the wards: 1st Ward - January 1898 $440.50 2nd " " " 235.00 3rd " " " 600.00 4th " " " 310.00 5th " " " 290.00 6th " " " 245.00 7th " " " 591.00 8th " " " 98.50 General Fund " " 489.32 ------- $3299.32 No. 44 - On motion, the following ordinance for a high school at Hammond was adopted: Ordinance To establish at Hammond, Tangipahoa Parish, State of Louisiana, a High and Graded School. No. 45 - Whereas: the people of the town of Hammond have provided a suitable site, and thereon have caused to be erected a commodious well ventilated modern school building of two stories containing eight large rooms at a total cost of five thousand dollars without any expense out of schools fund and have furnished the building with desks of modern pattern, and have further completed the equipments of the school by furnishing black boards, maps and charts. Also without any expense out of the school fund. and pg. 21 whereas the curriculum adopted for this school a copy of which is herewith presented, is in here with the requirements of the State Department of Education, requiring for its completion eight years in Primary and grammar grades and four years in the high school and Whereas: the property owners of said town of Hammond have voted to tax themselves two mills on their assessed property valuation in support of this school, and as the attendance of pupils upon this school for the year just passed had reached an enrollment of three hundred and twenty five, therefore No. 46 Be it ordained by this the Board of School Directors of the Parish of Tangipahoa, State of Louisiana that the public school at Hammond, in the aforesaid parish and State be and is hereby established as a high and graded school subject to approval by the State Board of Education. The same being done under authorization of section 10, Act 81 of 1888. M. E. Vinyard, director of the 7th Ward, made a report of the schools in said ward, which showed the same to be in good condition. Starns Esq. of the 6th Ward, it was ordered that the Stinson school of the 6th Ward be abolished No. 51 - On motion of M. E. Vinyard, member from the 7th Ward, and on the petition of the patrons of Thomas School, it is ordered that the location of the school be changed in accordance with the petition No. 52 - On motion - resolved - That the special School district of Hammond be extended to the old limits on the North-East and South that all children west of the corporate limits of said Town of Hammond shall attend the Happy Woods School. No. 141 - On motion, the compensation of secretary and superintendent was ordered to remain the same as heretofore, viz: $200 per annum as secretary and to be paid extra for visiting the schools, not to exceed $125 per annum. On motion, the petition of the citizens of the Fourth ward for the appointment of a male teacher to a school not named in the petition to open the first Monday in November, 1901, was referred to L. M. Stevens, ward director, with the suggestion that the sum of $40.56 remains to the credit of said ward. On motion, the petition of the citizens of Fifth ward to lease to the highest bidder Section 16, township 5, south range 8, east, was granted, and lease ordered made for a term of four years. On motion, the Sixth ward was granted a public school to be called "Woodhaven School," No. 12. On motion, poll tax of Robert Harrell for two years, amounting to $2.00, was ordered returned, said Robert Harrell being over 60 years old. The report of the Parish Superintendent for the year's work in visiting the schools of the parish, was received, and on motion, the usual allowance of $125.00 to cover time and expenses was voted. On motion, the poll lists of the assessor of the parish of Tangipahoa, was referred to the Auditing Committee for examination and certification, according to law and report to be made at next regular meeting. On motion, it was ordered that the Parish Treasurer issue receipt to Banner Lumber Co., Ltd., for rent of Sixteenth Section in township 1, south range 8, east, for a period of five years, amounting to $50.00, said sum having been overpaid, as shown by receipts in hands of said Banner Lumber Co. There was a motion made to raise the salary of first grade teachers from $30.00 to $40.00 per month, but the motion was defeated. E. Walker was called to the chair as temporary president and Thos. W. Cate as temporary secretary. Gentlemen of the School Board: As your Committee appointed to meet the State Committee on Summer Normals, I beg to say that I met the said Committee in New Orleans on Feb. 9, At that meeting we made arrangements for a Normal School in Amite for the teachers of Tangipahoa, Livingston and St. Helena parishes. The Normal is to begin on June 12th and will last four weeks, closing July 7th. The total cost to this parish is not to exceed one hundred dollars which will be taken out of the Institute Fund. Full information concerning the Normal will be given to the teachers of this parish through the medium of our Official Journal, The Florida Parishes, in the near future. Respectfully, Kit Williams, Jr., P. S. No. 284 - The Committee on Sixteenth Sections was given an extension of time, and are to make a full report of next meeting. No. 285 - On motion, the patrons of Shiloh school were authorized to move that schoolhouse to a point selected by themselves in conjunction with the Parish Superintendent as requested in a petition from said patrons. The place for the new house is in the nw 1/4 of sw 1/4 of Section 3, Township 4 s of Range 8 e. No. 286 - On motion, poll tax said to be paid in error, was not refunded to parties asking it because of a resolution adopted by the School Board in April, 1903, said resolution recites that such correction should be made at the time of taxes to the Sheriff. No. 287 - On motion, it was ordered, that the Treasurer be instructed to purchase a suitable book in which to record all fines and poll taxes in accordance with a resolution of the State Board of Education. No. 288 - On motion, it was ordered, that the account of R. S. Ellis for $62.46, and the account of F. P. Mix for $34.70 be allowed and paid. Both accounts were for commissions on the collection of fines. No. 289 - On motion, it was ordered, that each ward director be allowed to purchase school supplies for his ward to the extent of an amount equal to ten cents for each school child in the ward. No. 290 - On motion of Mr. Cate, it was ordered that the salary of the Parish Superintendent which was fixed only temporarily at the meeting in October, be fixed at nine hundred dollars per annum for the rest of the term.
