The city was first incorporated as a town in July 1869 by act of notary public. First minutes of the Hammond City hall show an election held July 22, 1889, and results canvassed by the Board of Trustees are as follows: total votes cast 80; for the adoption of the proposed charter, 61; against 19, promulgated by W.E. Libby, secretary pro tem. The City of Hammond was later incorporated by Act of State Legislature in 1899, under new laws governing the incorporation of townships, but neither its name nor territorial limits were changed. Of interest are the names of men who have served as mayors since 1889. Included are H.C. Mooney, 1889; O.B. Irish, 1890; U. DeSouge, 1891-1896; T.W. Cate, 1896; and M. Gallup, 1897. This information was from the Minute Book of the City of Hammond. An election was held annually in the month of April.
