He was a former agriculture teacher at Slidell High School, the FFA chapter adviser when the first Future Farmers of America gold medal chapter award was given in Louisiana and continued to be awarded for five more years, was former principal at Slidell Junior High School and Florida Avenue Elementary School, retired as assistant superintendent of schools in St. Tammany Parish having been employed with the school system for 41 years, was a member and deacon of First Baptist Church of Slidell, was a member of the Lions Club, was a member and past master of the Masonic Lodge in Slidell, was a member of the Louisiana Retired Teachers Association and was a graduate of LSU and Tulane University. Seaward Sr., a retired mechanical engineer who had served as the city's building inspector for seven years, died at his home in Hammond on Friday following an extended illness. He was 88. He was a long-time proponent of zoning and planning, both in the city of Hammond and in the parish, because it was his experience that zoning protected the property owner. Through his consulting firm, Seaward Associates, he championed homeowners' rights when he performed building inspections for banks and attorneys, as well as appraisals for various clients. He also served as an expert witness on building code regulations in the 21st and 22nd district courts, federal court and Hammond City Court. Seaward was a member of the First United Methodist Church of Hammond, the North Carolina Society of Engineers and the Southern Building Code Congress International. He was a former member of the Governor's Regional Planning Commission and former member of the board of directors of the Building Officials Association of Louisiana. He was also a former member and past president of the Tangipahoa Parish Planning Commission. He was a 60-year member of the Masonic Order, first in Walhalla Lodge No. 66 AF & M, Charleston, S.C., in 1955, and then in Hammond, as a member and former Past Grand Master of No. 160 F&AM Livingston Lodge. He was a U.S. Navy veteran of World War II and the Korean War. The Navy presented him with two medals for bravery for saving the lives of two crewmen who were drowning. He is survived by his wife of 35 years, Marty Robertson Seaward, Ed.D. of Hammond; two sons, R.F. Seaward Jr. of Los Angeles and Richard Seaward IV of Mandeville; and two grandchildren.
