First Class Roscoe Michael Downey, age 59, and a longtime resident of Hammond, passed away unexpectedly on Monday, June 27, 2011 in Tennessee. Sgt. Downey was retired from the Louisiana National Guard, a Certified Master Trainer and Chief Instructor at the Louisiana Military Academy for Leadership, Officer Candidate and Construction School. Prior to becoming an instructor, he served as a Tactical Como Chief with national/secret security clearance and as a Heavy Combat Engineer. Sgt. Downey supervised construction of inland roads in the Panama Canal and supervised joint RAF training for Triple R School in England, and was also a former reserve deputy. He was also a self-employed Master Carpenter after serving in the military, and enjoyed golf, Saints football, along with being an avid motorcycle enthusiast participating in many Harley Owner Group functions both locally and nationally. He leaves behind his loving and devoted wife, Angie Hall-Downey; children, Michelle Downey Tureau and husband Charles, Carlton Michael Downey and wife Kim, Melody Steib and husband Craig; step- children, Brianne Threeton and husband Josh; Jim Hall, along with seven grandchildren, Jerrad Gampp, Cassidy and Camille Downey, Juliana and Kadie Jane Steib, Barrett Threeton and Marissa Tureau. Sgt. Downey is also survived by his parents, Billie Faust and husband Garfield, Carlton Stafford and wife Evelyn; four sisters, Karen Downey, Tana Adams, Toni Morris and Carla Bourgeois, as well as numerous nieces and nephews. Preceding Sgt. Downey in death were his father, Francis Downey; grand- parents, Roscoe and Ruby Haltom. Relatives and friends of the family are invited to attend the visitation from the chapel of Brandon G. Thompson Funeral Home of Hammond on Thursday, June 30, 2011 from 6:00 p.m. until 9:00 p.m. The visitation will resume at Holy Ghost Catholic Church on Friday, July 1, 2011 from 9:00 a.m. until the Mass of Christian Burial at 10:00 a.m. Fr.
