He was the Congressman representing Louisiana's 6th District. His brother, W. B. Kemp, died on May 25th. Born 28 Dec 1871 in St. Helena parish on the old Kemp homestead settled by his great, grandfather, Jonathan Kemp in 1804. He was the son of Judge William Breed Kemp and Elizabeth Newsom Kemp. He graduated from Tulane University, School of Law, in 1897; admitted to the bar 1897, and practiced law in Amite with his father and brother, the late Duncan Stuart Kemp. He became a congressman in Washington, D.C. on 4 March 1925; his first and only political office. He served four terms. Funeral was Tuesday, June 20th; interment in Amite Cem. Obituary published in The Ponchatoula Enterprise on: 6/23/1933 KEMP, BOLIVAR EDWARDS Boliver Edwards Kemp, of Amite, who represented the Sixth Louisiana district in Congress for the past eight years, died suddenly at his home in Amite early Monday shortly after returning from Washington. He was 60 years old. Mr. Kemp came home from the arduous special session complaining of feeling badly, but had not been considered seriously ill. He suffered a heart attack at 7 a.m. which proved fatal. His brother, William B. Kemp, 51, prominent southeast Louisiana attorney, died similarly at Amite three weeks ago. Bolivar Edwards Kemp was the son of William Breed Kemp and Elizabeth Nesom Kemp. He was educated under private tutors, in public schools and at Louisiana State university. Later he graduated in law at Tulane university and was admitted to the bar in 1897. He began the practice of law in the Twenty-fifth judicial district of Louisiana, in partnership with his father and his brother, the late Duncan Stuart Kemp. After the death of his father in 1900 he became the senior member of the law firm of Kemp and Spiller and confined his practice to civil law. Later he was the senior member of the law firm of Kemp and Buck. He had been active in the promotion of agriculture and trucking industries and in educational work. He was interested in several agricultural enterprises. In 1910 he was appointed a member of the Board of Supervisors of Louisiana State university, which position he held at the time of his death, having been reappointed by Governor Ruffin G. Pleasant, John M. Parker and O. H. Simpson. He was a member of the Episcopal church; a member of the Boston club and of the Chess, Checkers and Whist club of New Orleans. Congressman Kemp was married in 1903 to Miss Esther Edwards Conner, and besides his widow he is survived by a son, Bolivar Edwards Kemp, Jr., one of the assistant United States district attorney at New Orleans and a daughter Eleanor Odgen. On September 9, 1924, he as nominated by a large majority to represent the Sixth Louisiana district in the Sixty-ninth congress and was elected at the general election to that post. He was re-elected to the Seventieth, Seventy-first, Seventy-Second and Seventy-Third congresses without opposition. In his race for re-election to the Seventy-Fourth congress he had two opponents, but he won over both and was returned to congress. Funeral services were conducted at the home at 6 p.m., Tuesday, the Rev. W. Tate Young, pastor of Grace Memorial church of Hammond, officiating, after which his body was laid away in Amite cemetery in the presence of grief-stricken relatives and friends. The pallbearers were Otis Edwards, Percy McCay, L. U. Babin, Clyde Holland, L. H. Bowden and Robert S. Ellis, Jr. Among the notables present were Congressman J. O. Fernandez, Riley D. Wilson, Governor O. K. Allen, Lieutenant-Governor John Fournet, Richard Leche, Secretary to the governor; Secretary of State E. A. Conway, Harry D. Wilson, commissioner of agriculture, and Thomas H. JR. Covington - Retired Naval Officer Douglas R. Kemp, 83, died Wednesday, Nov. 27, 2002, at St. Tammany Parish Hospital. He was a native of Ponchatoula and had returned to live there after 27 years of military service. He was a veteran of World War II and a life member of the American Legion, Veterans of Foreign Wars, and numerous other military societies. Survivors include his son, Allen L. She loved her church, Pensacola First Methodist Church, and was an active volunteer, chairing several ongoing committees. Her church, family, and friends admired and appreciated her calligraphy skills. She was a member of United Methodist Women and Local and State Retired Educators Association. She volunteered as a receptionist at Sacred Heart Children's Hospital for several years. She is survived by one sister, Nell Clement of Denham Springs, two brothers, Bill Kemp of Baton Rouge, and Hillary Kemp of Many, eleven nieces and nephews, several great nieces and nephews, and long time dear friend Liz Cauley.
