River Ridge - Frank B. Watters, 81, retired owner of Watters Construction Co., died Saturday, Jan. 31, 2004, at his home. Born in Emerson, Ark., he lived in the New Orleans area before moving to Ponchatoula where he lived before returning to River Ridge. He graduated from Springhill High School and was a U.S. Army veteran of World War II where he received the Good Conduct Medal, Bronze Star, ATO Medal, EAMETO Medal and four battle stars. He worked for Globe Construction Co. before starting his own company. He served on the board of directors for the Greater New Orleans Home Builders Association, the Louisiana Home Builders Association and the National Home Builders Association. He was the recipient of the Times Picayune Parade of Homes Award. Once retiring from construction, he became a consultant for Regency Homes. Survivors include his wife, LaVerne Williams Watters; two daughters, Brenda Watters Roddy and Constance F. Watters, and a son, Frank "Ben" Watters Jr., all of Mandeville; nine grandchildren; two great-grandchildren; three sisters, Janie W. Honeycutt, Winona W. Farley and Margie W. Mattox. He was preceded in death by three brothers, Audrey O. Watters, Raleigh P. Watters and Harold B. Watters. Visitation will be Tuesday at Leitz-Eagan Funeral Home, 4747 Veterans Blvd., near Clearview Parkway, from 6 to 9 p.m. and Wednesday from 9 a.m. until the funeral at 11. A graveside service will be held at Sand Hill Cemetery, Ponchatoula, at 1 p.m. In lieu of flowers, contributions may be made to the Alzheimer's Association, Greater New Orleans Chapter, 1040 Calhoun St., New Orleans, LA 70118.
