She was the driving force in the community, which inspired her students to continue their education. She held a professional membership in the Lafourche Parish Teachers Association, Elementary Principals Association, local and national Retired Teacher's Associations, the Raceland Fire Department's Grand Marshal's Club and the Lafourche Parish Chamber of Commerce. She was a charter member of the Bayou Blue Senior Citizens Organization and volunteered many years in organizing and working at the annual St. Louis Church Parish Fair. She began an adult-education program in Bayou Blue and with her husband, Aubrey, spearheaded the American Red Cross drive for many years. Their gentle sensibility and watchful guardianship fit her own personality perfectly: though Pellegrin suffered from mandibular acrodysplasia, a deteriorating bone disease resulting in reduced bone mass and height, she never let her condition prevent her from helping other people. "Tiffany had many obstacles in her life," said her mother, Monica Pellegrin, also of Bourg. "But she was a fighter. She never gave up." After graduating from South Terrebonne High School, Pellegrin entered Delgado Community College in New Orleans, graduating in 1997 with an associate's degree in ophthalmic medical assistantship. Her dream was to be a registered nurse or a surgical technician, her mother said, but when her early forays into those careers didn't work out, she found other ways of improving other people's lives. "Tiffany could run my store better than I could," said Monica Boudreaux, a close friend and former employer of Pellegrin at Treasured Moments in Southland Mall. Pellegrin spent two years working part time for Boudreaux after the store opened in 2002, working both up front with customers and behind the scenes with bookkeeping and accounting. "She kept me together," Boudreaux said. "The encouragement and perseverance she showed put us all to shame. She was always positive when everyone else was negative." That spirit of determination touched many who knew her. "Anyone who ever met Tiffany knew she was a truly special person," Boudreaux added. "No one ever forgot her." But it was in the later stages in her life that Pellegrin was best able to give back to her friends and loved ones. Not only was she a caretaker for her young nieces and nephews, but she was involved in the Terrebonne Parish chapter of the Home Instruction for Parents of Preschool Youngsters. Pellegrin had a gift for relating to children, her mother said, and they loved her back in turn. Part of her home in Bourg had been set aside just for the little ones -- a Kids' Korner, her mother called it -- where they could come and play and learn. "She had accepted that the Lord had wanted her to be this way," her mother said. "She made the very best of her condition and lived with her faith every day." That faith carried Pellegrin through every challenge life presented her. Toups, 67, a native of New Orleans, former resident of Houma and resident of Largo, Fla., died following a courageous battle with cancer, Tuesday, Sept. 5, 2006 Visitation will be from 6 to 7 p.m. today at St. Cecelia Catholic Church in Clearwater, Fla., followed by a wake service. He is survived by his wife, Lynn Roley Toups; three children, Vicki, Michael and David; father-in-law of Russell Sheaffer and Leslie Anne Toups; one brother, Roland M. Toups; one sister, Etta Toups Fair; and six grandchildren. He was preceded in death by his parents, Roland Leon and Gertrude Toups. He was a businessman, philanthropist and active volunteer. He served four years in the U.S. Air Force 6555th Aerospace Test Wing and received the Air Force Commendation Medal for his contribution to the development of the Atlas Missile program and achieved the rank of captain. He worked for NASA for six years at Cape Canaveral, Fla,. through the Apollo manned space flight programs and later went to work for the Boeing Corp. He worked for Chromalloy American for 10 years, first as president of its oil-and-gas services division in Houma and later as president of the Fortune 200 conglomerate based in St. Louis. After leaving Chromalloy, he and an investment group bought Chromalloy's oil-and-gas services division and renamed it Delta Services based in Houma. He founded Toups Technology Licensing, which became EarthFirst Technologies and was president and board member until his health failed earlier this year.
