Cooper was born about 1848, the son of William B. Cooper and his wife, Sarah, early settlers of Union Parish Louisiana from Autauga County Alabama. They settled near Farmerville in the latter 1830s. ================================================================================= ================================================================================= To the Honorable the Judge of the Parish Court of Union, State of Louisiana. The petition of Victoria R. Cooper, a resident of your Parish and State aforesaid respectfully shows that about the 18th of August 1872 Wm. F. Cooper of the same residence departed this life at his residence in Union Parish in testate leaving at his deceased an Estate consisting of land, personal property, debts, rights and credits and composed of the community of acquits and gains existing between deceased and petitioner and also leaving your petitioner, his surviving spouse and a minor child, the issue of the marriage of petitioner with deceased. It is further averred that an administrator of said Estate is necessary and that petitioner being partner in community is entitled to said administration. Wherefore petitioner prays that this her application to be appointed Administrator of the Estate of Wm. F. Cooper, Decd. be advertised according to law and after the legal delays, she be then appointed and That letters do issue accordingly and further prays that Wm. C. Smith, Recorder &c be ordered to make an inventory and appraisement of said Estate with due return of the same to this court for all orders and decrees necessary. Barrett & Trimble Attys. for Petr. State of Louisiana Parish of Union In the matter of the Succession of Wm. F. Cooper, Decd. the premises considered, it is ordered, adjudged and decreed that the foregoing application of Victoria R. Cooper to be appointed Administrator of the Estate Wm. F. Cooper, decd. be advertised according to law and it is further ordered Wm. C. Smith, Recorder &c make an appraisement and inventory of the Estate of Wm. F. Cooper, Decd. with due return of the same to this office. Done and signed in chambers on this August 30th 1872. T. B. B. Tompkins Judge of the Parish Court in and for the Parish of Union, Louisiana and unto his successors in office in the just and full sum of two thousand five hundred dollars to the true and faithful payment of which we bind ourselves, our heirs, Administrators and legal representatives firmly and in solido by these presents. Dated this 28th day of September AD 1872. The conditions of the above obligation are such that whereas the above bounders Victoria R. Cooper has been duly and legally appointed Administratrix of the Estate of Wm. F. Cooper, Decd. and she has taken the oath required by law. Now therefore if the above bounden Victoria R. Cooper as principal aforesaid shall faithfully and impartially discharge all the duties incumbent on her as Administratrix of said Estate and shall render to the Judge of said Court a full and complete account of all her acts and doings in and about said Estate and shall when legally required so to do, pay over all sums of money and deliver all the property belonging to said Estate to the proper person or persons to receive the same, then this obligation to be null and void. Cooper of your aforesaid Parish and State respectfully shows that she has been appointed Administratrix of the Estate of W. F. Cooper, decd. by your Honorable Court. That there are some debts to be paid and that It is necessary that a sale be made of all the personal and perishable property be made at once. Wherefore she prays for an order of your Honorable Court authorizing her as Administratrix to sell according to law all the personal and perishables of the Estate of W. F. Cooper, Decd. for all orders and decrees necessary in the premises. That the Administratrix make the sale herself and for general relief &c. Barrett & Tremble Attys. for Petr. Cooper, Decd. after having advertised the said sale according to law by publishing in the Union Record, a newspaper published in said Parish of Union and the official journal of said Parish for more than ten days prior to this date and having caused the said advertisement to be read in a loud voice to those present at the late residence of said deceased and having fully made known the terms of sale. The petition of Victoria R. Cooper, a resident of your Parish and State aforesaid respectfully shows that W. F. Cooper departed this life at his residence in your said Parish of Union intestate about the 18th of August 1872 leaving a small estate and your petitioner his surviving widow and one child the issue fo the marriage of your petitioner with deceased with the expectation of a posthumous heir. Petitioner represents that she is the mother and Natural Tutrix of the minor heirs of said W. F. Cooper, Decd. Wherefore she prays that she recognized and confirmed the Natural Tutrix of said minor heirs to wit [blank] and [blank] and that B. J. Pleasant be appointed Under tutor for all orders and decrees in the necessary and for general relief &c. Barrett & Tremble, Attys. Parish Court Union Parish, Louisiana In the matter of the Tutorship of the minor heirs of W. F. Cooper, Decd. The premises considered, let the prayer of the petitioner be granted and it is hereby ordered and decreed that Victory R. Cooper be and she is hereby recognized and confirmed as Natural Tutrix of the minor heirs of W. F. Cooper, decd. on complying with the requirements of the law to wit having the Inventory of property recorded in Book of Mortgages and taking the required oath and it is further ordered that B. F. Pleasant be appointed Under Tutor to said minors and taking the required oath. Done and signed in chambers on this December 2nd 1872. T. B. Tompkins Parish Judge To the Honorable the Judge of the Parish Court of Union Parish, State of Louisiana. The petition of Victoria R. Cooper, a resident of your Parish and State aforesaid respectfully shows that she is the Natural Tutrix of the minor heirs of the Estate of W. F. Cooper, Decd. late the husband of peititioner. That the said heirs are the joint owners of a considerable tract of land with Andrew A. Cooper, said land being the tract in which said A. A. Cooper and your petitioner now reside. It is further alleged that it is not for the interest of the said minors that the said tract of land be held longer in common, but it is for their interest that a division of said land be effected by means of a Judicial partition. Wherefore petitioners pray that a family meeting be convoked of the relatives of the minors and in default of relatives of the friends of the said minors to advise with regard to the property of bringing that suit by the petitioner and whether a partition is nece3ssary and whether it is advisable that the property be divided in kind or be sold to effect this partition and to advise further with regard to the terms of sale and further that petitioners be authorized to bring this suit and in accordance with the recommendation of Judicial partition be decreed between the heirs of W. F. Cooper, decd. and the said A. A. Cooper. That a sale be ordered if necessary and Wm. C. Smith, Notary be ordered with [blank] and [bland], experts to effect said partition. That said A. A. Cooper be duly cited to answer hereto and contradictorly with whom these proceedings having bee conducted, the judgment of partition be rendered against him and that the property sold on partition to pay the costs of these proceedings. For all further orders and decrees necessary in the premises and for general relief &c. Barrett & Trimble Attys. for Petitioner Parish Court Union Parish, La. The premises considered, it is hereby ordered, adjudged and decreed that a family meeting composed of Thos. J. Moore, R. T. Moore, G. W. Moore, J. M. Gully and W. B. H. Poer, relatives of the minor heirs of the W. F. Cooper, Decd. be convoked by W. C. Smith, Recorder &c to advise and recommend with regard to a Judicial partition of the land owned jointly by the heirs of W. F. Cooper, Decd and A. A. Cooper to recommend as to the Tutor of said minors bringing suit for said purpose and in what manner said partition shall be effected, whether by partition in kind by public sale or private sale and if by sale to fix the terms of said sale and that due return of said sale be made to this court. Done and signed in chambers on this December 1872. T. B. Tompkins Parish Judge To the Honorable the Judge of the Parish Court of Union Parish, La. The petition of Victoria R. Cooper, Tutor of the minor heirs of Wm. F. Cooper, Decd. respectfully shows a family meeting composed of the relatives and friends of said minors under and order of your Honorable Court was duly convoked on Saturday the 7th Decr. 1872 and the process verbal of the proceedings of said meeting is hereto annexed and made a part of this petition. Said meeting advised the sale of the minors interest in said tract of land to be sold for the sum of four hundred and twenty dollars, one half cash and one half on 12 months time with venders privilege on the land to secure the last payment fo rwhich note is to given bearing 8% interest from date. It is alleged that the Under Tutor of the said minors approved said proceedings. Wherefore petitioner prays that she be authorized under the law to make said sale as Tutor to the said minors and that the proceedings of said meeting be approved and homologated. Let the prayer of the foregoing petitioner be granted and the evidence authorizing, it is hereby ordered that petitioner Victoria R. Cooper Tutrix be and she is hereby authorized to sell and make title to purchaser the entire interest of the minor heirs of Wm. F. Cooper, Decd. in the 840 acres of land owned jointly by their decd. Father W. F. Cooper and A. A. Cooper. The tract now occupied by A. A. Cooper and petitioner V. R. Cooper, Tutrix, for the sum of four hundred and seventy dollars, the appraisement fixed by said family meeting two hundred and ten, the other half on a credit of 12 months. The purchaser giving his note with 8% interest from date and the vendor privilege retained upon the land to secure the prescribed payment of the same. Smith Recorder and Ex Officio Notary Public in and for the Parish and State aforesaid by virtue of an order of the Parish Court bearing date December 2, 1872 and to me directed, I caused to come before me at my office in the Town of Farmerville the following persons Thomas J. Moore, Richard T. Moore, Geo. W. Moore, John M. Gully and Wm. B. H. Poer convoked as a family to advise and recommend with regard to a Judicial partition of the land owned jointly by the heirs of W. F. Cooper, Decd. and A. A. Cooper to recommend as to the Tutor bringing suit for said purpose and also as to the manner said partition shall be effected &c said parties being first duly sworn by me proceeded to deliberate and advise and after mature deliberation, they advise and recommend that Victoria Cooper, Tutrix of said minors be authorized to bring suit for a Judicial partition of the property aforesaid and they further advise and recommend that Mrs. Victoria Cooper Tutrix be authorized to make a sale of the undivided half interest of said minors interest in the tract of land held in common with A. A. Cooper at private sale one half cash and the other half on a credit of Twelve months. Purchaser giving their notes with approved security with 8% interest from date and a special mortgage and vendors privilege retained on the land the undivided half interest to the sold for a sum not less than four hundred and twenty dollars. The petition of Victoria R. Cooper, Admx. of the Estate of W. F. Cooper, Decd. respectfully shows to your Honorable Court that she has completed the administration of said Estate and herewith files her final account of said Administration. From said account the total assets of the Estate are seventy one hundred and thirty six 10/100 dollars from this amount Admx. has paid debts to the amount of sixteen hundred and forty nine 94/100 dollars leaving a balance of four hundred and eighty six 16/100 dollars in the hands of Administratrix. Petitioner alleges that three hundred and eighty dollars of this amount is land and the individual property of her late husband and now belongs to his minor heirs of whom petitioner is Natural Tutrix and that the balance is community between herself and deceased. Wherefore petitioner prays that this the final account be advertised according tto law and after the legal delays that the same be approved and homologated, that her bond as Administratrix be cancelled and her security released for all orders and decrees necessary in the premises and for general relief &c. Cooper, Decd. be and the same is hereby approved and homologated and the Admx. being the Tutrix of the minor heirs and therefore the legal condition of the assets of the Estate.
