It contains no letter or number designation; therefore, I refer to it as simply the second book. The covers of this book are of cardboard, instead of cloth, and they have become separated at the seams. In addition, the binding has become completely unglued and unsewn, causing the pages to be loose. The first two pages are missing. Except for occasional water stains, a few small torn places, and tattered edges on the pages, however, the text in this book is fairly well preserved. The book is kept in the Clerk's vault. It contains 164 pages, the first two of which are missing. ================================================================================= ================================================================================= ABSTRACTS FROM THE UNION PARISH LOUISIANA POLICE JURY MINUTES, BOOK 2, 1844 - 1846 ================================================================================= ================================================================================= July 22, 1844 Session ================================================================================= ================================================================================= President of the Police Jury THOMAS VAN HOOK allowed to write a draft on the parish treasury to pay H. O. McENERY "for a certificate of the Land entered in the Parish of Union west of the meridian line." [The reason for the land transaction is not stated.] Commissioners appointed to mark out a road from the Choudrant Bridge to the Farmerville-PARKER's Landing Road given until the September session to make their report. Messers REGANBURGH and NYGARD granted a license for one year to keep a grogshop in Farmerville and sell spiritous liquors. JOYCE E. GUICE allowed $25 for keeping pauper RICHMOND ADKINS. JAMES H. SEALE allowed $5 for erecting a gallows "for executing to [two] criminals." ASA CHADICK, D. P. A. COOK, W. W. WASSON, JOEL HEATH, ABNER GREEN, BELA COOK, and L. P. SEALE appointed commissioners to mark out a road from WASSON's to Mr. HUNT's, on the Arkansas line. J. DEAN, MOSES PEARSON, W. C. CARR, WILLIS WOOD, ALEXANDER TAYLOR, and SEABORNE HANDLY appointed commissioners to lay out a road from JOHN TAYLOR's "beginning at or near FINLEY's land, leaving W. C. CARR's to the left, and to intersect the Arkansas road at or near where the Franklin trace crosses said road." JOHN W. HENDRICK, JOHN MATTHEWS, J. E. JONES, RALPH JONES (signed with an X), R. L. DICK, and SAML McCORMACK reported on the laying out of a road from "the place where the Arkansas road leading by P. BOATRIGHT's crosses CARR's creek" to the WILLIAMS road at the Arkansas line. Certified by Justice of Peace JOHN FEAZLE. WILLIAM PIPES, THOMAS VAN HOOK, WILLIAM LAWRENCE, C. DUTTON, PHILIP FEAZLE, JOHN SMITH, H. P. MAY, W. M. GILL, and JAMES COULTER appointed commissioners to review and report on changes that may be required on a road leading from the D'Arbonne ferry "to the high land on the South side of the said Bayou." WILLIAM H. CULBERTSON's overseership amended to make him responsible for the road from the Corney ferry to the Twelve Mile Post, instead of to the Minden road. B. R. HARRISON allowed $40 as fees for serving as Police Jury Clerk for 1844. Election commissioners to be exempted from road duty. Entry by B. R. SMITH elected president pro tem, on being nominated by TURNER, as the president's one-year term had expired. THOMAS VAN HOOK presented an eleection certificate as member of the Jury from Ward 8 and took his seat on the Jury. E. B. WHITSON appointed parish clerk pro tem in the absence of the regular clerk. JAMES M. TURNER elected President of the Police Jury by the members of the Jury. JOHN FEAZLE, JOHN SMITH, DAVID COLVIN, and "the clerk" appointed to assist VAN HOOK in his examination of NEEDHAM M. BRYAN's books and report to the Jury. WILLIAM M. LAWRENCE appointed tax collector. A measure passed by Ouachita Parish copied into the Union Parish Police Jury minutes appropriating $100 and appointing JOHN FULLER, JAMES GRISHAM, and JOHN F. HUEY commissioners on the part of Ouachita Parish "to act jointly with the commissioners of Union" to build a bridge across the Choudrant Bayou "where the Claiborne road now crosses." Signed by T. C. SCARBOROUGH, President, and O. L. RACINE, Clerk [of Ouachita Parish]. JOHN RAMSEY, ELIJAH M. AULDS, F. M. ARMSTRONG, M. HENDRICK, J. B. DEES, WM. A. LUCAS, and AMBROSE CARDOSE (signed with an X) reported that they had marked out a new road from the Ouachita River to the old Farmerville-PARKER's Landing Road that was more direct and on better ground, "intersecting the old road about one mile below SAMUEL GRIFFIN's." ELIAS WHEAT and JAMES ROAN to pay a fine of $2.50 each for not keeping order. JEPTHA HUGHES, WILLIAM BRIGGS, LEWIS LANIER, B. E. DAVIS, JOHN C. KELLEY, SAMUEL B. FARRAR, JOHN ODOM, HANSFORD DEANE, OWEN DAILEY, RIVES B. E. DAVIS, and J. P. KIRKPATRICK appointed commissioners to mark out a road from COOK's Road across the Arkansas Road eastward to KIRKPATRICK's Landing on "Bachelor Peere." PHILIP FEAZLE, J. B. FULLER, JOEL HEART, MICHAEL FEAZLE, PHILLIP R. HODGE, and GEORGE FEAZLE reported on a road to be marked out from Farmerville through the fork of the D'Arbonne and Corney and intersecting a road at the Claiborne line. JOEL MIXON, WASHINGTON BRADY, GEORGE TILL, Sr., JAMES ROANE, JOHN HUEY, Jr., and DAVID COLVIN reported on a road to be cut out beginning north of JAMES ROANE's plantation, to where JAMES WHEAT "first settled," straight to the "wolf pen," crossing there below the fork toward the "salt lick," crossing "fouche's creek," passing by J. MIXON's, and intersecting with the Claiborne Road. Certified by Justice of Peace J. MIXON. The parish tax for 1844 established at 75% of the state tax. The parish judge or, in his absence, the parish sheriff, to let out a bid on the first Monday in November for the operation of the ferry at the mouth of the Corney. Duties of ferry operator and rates stated [about two pages]. SOLOMON FEAZLE appointed overseer of the road from Farmerville to the Claiborne line. CAMPBELL LASSITER, WILLIAM C. CARR, JAMES C. MANNING, ALEXANDER M. TAYLOR, D. P. A. COOK, C. W. GARRETT, WILLIAM WASSON, and WILLIAM M. LAWRENCE appointed commissioners to determine an appropriate site for a bridge across the DeLoutre, "where it can be passed at high water," taking into consideration the interest of COOK's neighborhood. Instructed to examine "the bottoms and both sides from JOHN HONEYCUTT's up to the mouth of the Little DeLoutre." JAMES P. KIRKPATRICK appointed overseer of COOK's Road from LONG's to KIRKPATRICK's Landing on the Ouachita, having the hands of J. R. HOLLINGSWORTH, HANSFORD DEAN, JEPTHA HUGHES, WILLIAM BRIGGS's sons, and Mr. STEPHENSON. JOHN W. HENDRICK, J. E. JONES, THOMAS RAYBURN, JOHN MATTHEWS, ALEXANDER M. TAYLOR, REUBEN ELLIS, WILLIAM C. CARR, and SAMUEL S. MOSES appointed commissioners to mark out a road from SEAL's bridge on Big Cane Creek to Mr. WILLIAMS's on the Arkansas line, considering two routes, one favored by D. P. A. COOK and another by Mr. CHADICK. Mr. ATKINSON to be overseer on the part from Cane Creek to Camp Branch and JAMES McBROOM from there to the Arkansas line. JOHN W. HENDRICK, J. E. JONES, ALEX M. TAYLOR, REUBEN ELLIS, THOS. RAYBUN, and JOHN MATTHEWS reported that the route proposed by ASA CHADICK was the better one. Certified by Justice of Peace B. Howard. Y. O. S. WEBSTER, J. E. JONES, ROBERT NEELY, JOHN FORD, JOHN AUSTIN, RALPH JONES, and JOHN MATTHEWS appointed commissioners to lay out a road from Farmerville to CARR's creek, then from between that creek and the Franklin Trace to the Arkansas line at or near JOHN FORD's. To pass through ROBERT L. DICK's land. Polling sites in Election District 3 to be at KILLAM's old store the first day, at BOND's store the second day, and at the schoolhouse between COOK's? and CHADICK's the third day. DAVID COLVIN and E. B. WHITSON reported on a review of the past accounts of N. M. BRYAN and MATTHEW WOOD, ex-presidents of the Police Jury, covering the period 1841 and 1842. The four-page report summarized that the records concerning funds received and paid out were "imperfect and somewhat unsatisfactory," but that it appeared that a balance of $429.92 and a half cents was due BRYAN. The Police Jury President authorized to "give the Attorney for the Parish such instructions as may be necessary" in a suit of the parish against JOHN T. STERLING. JAMES ROANE's overseership of the Claiborne Road from C. METHVIN's to the crossroad near the former residence of A. B. ROBERTS changed to include the part of the road from C. METHVIN's to D. M. HARRIS's. End of the September session. Report from JAMES ROANE, JOEL MIXON, M. L. HEINES (HINES?), JOHN R. HUEY, and JOHN FULLER on the building of a bridge across the Choudrant Bayou, certifying that the contractor had finished the bridge and that it was well constructed. TURNER, THOMAS VAN HOOK, POWATAN BOATRIGHT, JOHN FEAZLE, SOLOMON FEAZLE, JOHN SMITH, D. P. A. COOK, and DAVID COLVIN. AUSTIN HONEYCUTT presented his certificate of election as Police Jury member from Ward 1 "occasioned by the death of DANDRIDGE ACREE." JAMES H. SEALE, Sheriff, to be fined $2 for failing to attend meetings of the police Jury "as the law requires." [This is the first mention that SEALE had replaced W. C. CARR as sheriff.] JOEL MIXON, JAMES M. TURNER, W. C. EUBANKS, and S. H. EASTERLING considered for tax assessor for 1845, a part of whose duties was taking a census of all voters in the parish. After several different ballotings, EASTERLING elected. [If the census was ever made, it has not been found in the parish archives.] JAMES FUNDERBURG paid $6.50 for providing "clothing and winding sheet" for the burial of RICHMOND ATKINS. E. B. WHITSON paid $4.75 for 2 days' services at $2 and 3 copies of ordinances at $.25 each. JACOB CLINGFOST paid $16 for services as commissioner of July elections. JEPTHA HUGHS, J. P. KIRKPATRICK, S. B. FARRAR, J. C. KELLEY, WM. BRIGGS, and LEWIS LANIER took an oath that, as commissioners to lay out a road from COOK's to LONG's on the Arkansas Road and then to KIRKPATRICK's Landing on the Ouachita, they would undertake their responsibilities "to the greatest ease and advantage of the inhabitants" and "without favor or affection, malice or hatred." Sworn before Justice of Peace BENJ. HARRISON. THOMAS J. WILHITE appointed overseer of the above road. December 3, 1844 Session C. W. GARRETT appointed overseer on the road running by ASA CHADICK's, then going by WILLIAMSON's, GARRETT's, and COOK's to Cane Creek. The hands of GARRETT and COOK exempted from work. Ordinance making free the ferriage across the mouth of the Corney repealed. Everyone except ministers of the gospel, Police Jury members, school and election commissioners, and court jurors to pay. The judge or the sheriff to let out a bid for the operation of the Corney ferry. JOHN HUEY allowed $2 a day for services as election commissioner for 1844. Tax collector to collect $300 of the school tax in specie (cash). The fine levied against JAMES H. Family of MARTIN YATES awarded a cow and calf taken in by YATES under the estray laws and not claimed over a year's time. YATES had posted bond for the livestock before Acting Justice of Peace AVERY BREED on June 24, 1845. In the meantime, YATES had died, and his family was in "quite a Destitute Situation." SIMPSON C. DAVIS granted a license to operate a grog shop, or tipling house, in Farmerville for one year. N. M. BRYAN, SOLOMON FEAZLE, and P. BOATRIGHT presented a petition for the inhabitants of Ward 4 concerning proposed boundaries for the new ward created from Ward 4. [The boundaries are almost the same as those in the entry above.] Jury claims against the parish treasury to be presented within 30 days of issuance, and the treasurer to keep the claims in a separate ledger. Ferry operations to be advertised and let out to the highest bidders on the first Saturday in August. E. B. WHITSON appointed parish tax collector for 1845 "in as much as JAMES H. SEALE had failed to comply with the Law." WHITSON to be allowed 6% of the amount collected.
