Captain George W. McCranie founded the 'Weekly Telegraph' in Monroe, Ouachita Parish 
beginning in September 1865. In mid-December, he decided to change the name to the 
"Ouachita Telegraph'. The paper continued publication until and the 1890s or later.

Monroe, Dec. 5, 1865

   Editor "Telegraph"-- Information has just reached me that a man calling himself 
D. C. Norton has collected some Internal Revenue taxes from Mrs. Feazel, in Union 
Parish, representing himself as authorized to do so. I would therefore state for the 
benefit of the public, that at the time of my writing this, no one is authorized to 
collect any of the U.S. Internal Revenue taxes within this District.

   As soon as a Collector arrives, he will give due notice of his authorized deputies; 
until then parties are warned not to pay any taxes to unauthorized persons.
