McCranie founded the 'Weekly Telegraph' in Monroe, Ouachita Parish beginning in September 1865. In mid-December, he decided to change the name to the "Ouachita Telegraph'. C. Norton has collected some Internal Revenue taxes from Mrs. Feazel, in Union Parish, representing himself as authorized to do so. I would therefore state for the benefit of the public, that at the time of my writing this, no one is authorized to collect any of the U.S. Internal Revenue taxes within this District. As soon as a Collector arrives, he will give due notice of his authorized deputies; until then parties are warned not to pay any taxes to unauthorized persons.
